Taxation  Mr. Speaker, the Liberals are adding bigger deficits, and Canadians are being taxed deeper and deeper in debt. The Prime Minister claimed that revenue from his carbon tax would stay in the provinces and territories where it was collected, yet the GST on carbon tax goes to Ottawa.

Canadian Search and Rescue Voluntary Service Medal Act  moved for leave to introduce Bill C-347, An Act providing for the award of a Canadian Search and Rescue Voluntary Service Medal. Mr. Speaker, my bill seeks to establish an honorary award medal to be given out to search and rescue volunteers in Canada. There are 300 teams and over 12,000 volunteers across Canada.

The Budget  Mr. Speaker, the member seems to be very proud of this budget, and she is hearing things from her constituents. I am also hearing things from my constituents, especially when I mention the fact that GST revenues are projected to increase by 24% over the next five years. There will be 24% more in GST that the government expects to draw from taxpayers.

Taxation  Mr. Speaker, tax on tax. It sounds like a taxpayer's worst nightmare, and the Liberal government is the bogeyman. Budget 2016 projected GST revenues to increase by 21% over five years. Budget 2017 projects GST revenues to increase by 24%. The reason? When the Prime Minister said that carbon taxes would stay with the provinces and territories, he forgot to tell Canadians that GST collected on carbon taxes would go to Ottawa.

The Budget  Mr. Speaker, the hon. member spoke a lot about young couples and the benefits for them. However, these young couples will be watching the government, and it has no understanding of fiscal responsibility and no idea of when it will balance the budget. In fact, some of these new parents she was speaking of might not see the current government balance a budget by the time they become grandparents.

Questions on the Order Paper  With regard to the mandate letter to the Minister of Fisheries, Oceans and the Canadian Coast Guard and specifically, the section which called for the review of the previous government's changes to the Fisheries and Navigable Waters Protection Acts: (a) specifically what lost protections is the mandate letter referring to; (b) what harms or proof of harm, to fish or fish habitat, attributed to the previous government's changes to these two Acts exist; and (c) specifically what protections lost, or alleged to have been lost as a result of the previous government's changes to these two Acts, is not provided for under other federal, provincial, or territorial legislation or regulations?

Questions Passed as Orders for Return  With regard to the government's disbursement of funds to the World Wildlife Fund (WWF) and Oceana Inc. (Oceana): (a) what were the total disbursements of funds by the government to WWF during the periods of (i) November, 2015, to November, 2016, (ii) November, 2014, to November, 2015, (iii) November, 2013, to November, 2014; (b) what were the total disbursements of funds by the government to Oceana during the periods of (i) November, 2015, to November, 2016, (ii) November, 2014, to November, 2015, (iii) November, 2013, to November, 2014; (c) what services or activities were these funds intended for within each organization; (d) what were the associated dates and specific amounts of each disbursement; and (e) what were the file numbers of any associated funding agreements?

Canada-Ukraine Free Trade Agreement Implementation Act  Madam Speaker, I thank the minister opposite for her presentation this morning. I can obviously see she is a strong supporter of Ukraine and its culture by her attire today. However, a colleague on my side of the House, the hon. member for Cariboo—Prince George, asked a clear question this morning and I listened intently for an answer, but did not hear even a hint of an answer.

Committees of the House  Mr. Speaker, the member mentioned he had a town hall with a total of, I believe 50 people. I had a town hall also. I had 40 people. Even the Prime Minister could only draw 40 members to his town hall. This is the Prime Minister holding a town hall on electoral reform. The question the Liberals did not put out there, which I did in a householder to over 60,000 households in my riding, was “Do you feel there should be a referendum before any change to Canada's electoral system?”

Questions Passed as Orders for Returns  With regard to materials prepared for the Minister of Public Safety between September 1, 2016, and September 30, 2016: for every briefing document or docket prepared, what is the (i) date, (ii) title or subject matter, (iii) department's internal tracking number?

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I listened carefully to the member's speech this afternoon, and I have to admit that for the most part, he did a good job, but parts of it were truly laughable. He stated that all Canadians should get behind this budget. We are getting behind with this budget, but it is $30 billion behind that we are getting.

North Okanagan—Shuswap  Mr. Speaker, I rise today to celebrate the people and opportunities of the North Okanagan—Shuswap. While the area is well known for its summertime holidays, with beaches and vineyards, it is also a wonderful wintertime playground. Starting now are horse-drawn sleigh rides, some with theatre along the way, and skating on frozen ponds, complete with bonfires and hot chocolate, warm toes and spirits.

Fisheries Act  Mr. Speaker, it is an honour to rise today to speak to Bill C-228, an act to amend the Fisheries Act in regards to closed containment of finfish aquaculture and provide my thoughts, my comments, and my background on a few points on the bill. I appreciate the efforts the member for Port Moody—Coquitlam has made on behalf of wild salmon over a number of years.

Business of Supply  Mr. Speaker, one of the things the member mentioned today was that when ministers are travelling abroad promoting Canada, they always have those issues of human rights in their dialogue. Lord knows, the government is good at sending its ministers and the Prime Minister on these trips, spending hard-earned taxpayers' dollars all across the world instead of here in Canada.

Rouge National Urban Park Act  Madam Speaker, I explained fairly well in my speech that it would simply tie the hands of managers and prevent them from managing or adjusting other species within the park, whether insect infestations, fire, or any other issue that may come up over the next 100 years, because that is what is looked at when creating a national park.
