They needed to happen. I would just like to remind him that all of this work is also based on ideas proposed by the opposition parties, and that it is all a collaboration between the government and the representatives of the people.

Questions Passed as Orders for Returns  With regard to the fossil fuel sector and the renewable energy sector, and for all the departments and agencies affected: (a) what regulatory amendments, including amendments to federal-provincial partnership programs, have been made since March 15, 2020, that affect the funding or regulation of one of these sectors, including (i) the duration of each of these amendments, (ii) the impact of each amendment; and (b) for these two sectors, what financial support measures have been implemented (i) through programs administered by Export Development Canada, (ii) by any other governmental or quasi-governmental department or agency?

The Environment  Mr. Speaker, we have learned that Ottawa intends to make Quebec pay the carbon tax because Canada is not going to meet the Paris Agreement targets. Quebec's per capita greenhouse gas emissions are two and a half times less than Canada's. The government has missed the mark; we are the leaders.

The Environment  Mr. Speaker, in that case, they should join us. This government purchased a $17-billion pipeline. This government is getting all worked up because the U.S. president-elect is not interested in Keystone XL. This government took advantage of the pandemic to authorize 100 oil drilling projects without an environmental assessment.

National Strategy to Redress Environmental Racism Act  Mr. Speaker, before getting into the Bloc Québécois's reasons for not supporting this bill, I want to emphasize a few points. First, we recognize that problems related to geographical disparities affect people's standard of living and their access to a quality environment. Second, we are concerned about the fact that newcomers and indigenous communities are more directly affected by these disparities.

The Environment  Mr. Speaker, December 12 is the fifth anniversary of the Paris Agreement, a historic agreement to fight climate change. I was there in 2015. People were very hopeful, but they were also cautious. Canada said it was back in the fight, and countries pledged not to let warming exceed 2°C , and ideally to cap it at 1.5°C.

Business of Supply  Madam Speaker, we have an idea about what the federal government should do better, since it is lecturing us about long-term care facilities. In March, the mayor of Montreal had to personally go to Dorval airport to give updates on the pandemic because the federal government was missing in action.

Fall Economic Statement  Mr. Speaker, the leader of the official opposition had plenty of suggestions and advice for the government on what it should have done and what it should do in the future. I would like to hear his thoughts on a measure proposed by the Bloc Québécois that could help reduce the deficit, namely slashing all subsidies, tax credits and public funds paid to fossil fuel companies.

Intergovernmental Relations  Mr. Speaker, Ottawa must respect Quebec's environmental laws; it is that simple. Quebec has the strictest environmental assessment process in Canada. We are certainly not about to let the federal government run roughshod over it. That is why the Bloc Québécois is pushing for Quebec's environmental sovereignty.

Aeronautics Act  Mr. Speaker, my colleague from Rosemont—La Petite-Patrie should not worry. The Bloc Québécois is still against the pipelines that are being shoved down our throats. We were unable to do so in January, so we are waiting for committee stage to insert that missing part back into Bill C-225.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I thank my colleague from Saint-Hyacinthe—Bagot. The Paris Agreement was signed on December 12, 2015. All of the countries were required to review their targets after five years. The targets agreed to in 2015 will allow the planet's temperature to rise by 3° or 4° by the end of the century.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I agree with some of the things my colleague said. An act is not an action plan, but it needs a binding reduction target. That is the whole purpose of a climate act. The commissioner of the environment and sustainable development told the Standing Committee on Environment and Sustainable Development that the situation is dismal.
