Business of Supply  Mr. Chair, an action plan with no action is just words. Owing to predictable flooding of their community, Kashechewan residents were evacuated this spring for the fourth consecutive year and for the sixth year over the last 10 years. The community spent $21 million on the evacuation last year and millions more on repairs.

Business of Supply  Mr. Chair, I will start by picking up on some questions about the 2% cap. According to the federal government's own statistics, the aboriginal population increased by 20.1% from 2006 to 2011. Yet, over those same years, the growth for the budget of Aboriginal Affairs was still capped at 2%.

Business of Supply  Mr. Chair, but if it is supposed to increase by population, we would have seen more than a 2% growth. In fact, many of the individual programs that are required beyond the cap will need to be accompanied by cuts in other areas. Have we not seen that happen before?

Business of Supply  Mr. Chair, in 2013, an internal briefing documented titled “Cost Drivers and Pressures” showed that the department was forced to shift more than $500 million of funding allocated to first nations' infrastructure to plug other funding shortfalls. Why not lift the cap and put the adequate amount of money in?

National Action Plan to Address Violence Against Women  Mr. Speaker, I thank the member for Churchill for bringing this motion to the floor. I am pleased to speak in support of Motion No. 444 to look at a national action plan to end violence against women in our society. I would think that all Canadians want to see an end to violence because we know what the impact is upon all women, whether it is violence in the home, sexual harassment in the workplace or sexual assault.

CBC Innovation Award  Mr. Speaker, I am pleased to rise and recognize Andrew Furey, who recently received CBC's innovation award at Atlantic Business Magazine's top 50 CEO awards. Andrew was recognized for the major contributions he has made as a member of Team Broken Earth. Team Broken Earth is a volunteer task force that includes physicians, nurses and physiotherapists from across Canada committed to delivering and improving health care for people in Haiti.

Port State Measures Agreement Implementation Act  Mr. Speaker, it is always great to have dreams, I say. Liberals believe in the vital role of the fishing industry. We know the number of Canadians who are dependent on this industry. Protecting this industry is why we brought in the 200-mile limit. It is why we challenged the Spanish in the turbot war.

Port State Measures Agreement Implementation Act  Mr. Speaker, it is no surprise that the Liberals would certainly support any measures that help prevent overfishing and illegal fishing in our waters. After all, we were the people who introduced the 200-mile limit off Canada to protect our fishing industries. We were the ones who fought the Spanish in the turbot wars to protect the Canadian fisheries and to shut out foreign interests.

Port State Measures Agreement Implementation Act  Mr. Speaker, obviously, we certainly support any measures that we can take to combat illegal activities in our waters, illegal fishing, unreported and unregulated foreign fishing. However, my question goes back to the cuts we have seen in the fisheries sector, in particular in surveillance, monitoring and other services.

Correctional Service of Canada  Mr. Speaker, the Auditor General today revealed that the Conservatives are releasing hundreds of inmates from prisons directly into the community, before rehabilitation and safe integration programs are even completed. The AG said that 1,500 offenders were released directly into the community from medium and maximum security prisons last year without the full benefit of a gradual re-entry program into society or proper supervision.

Business of Supply  Mr. Speaker, I can tell members what it would not do. It would not clear up the waste of public money we have seen by the NDP in recent months. That is very clear. The purpose of the motion today is to ensure that advertising, no matter what party is in power, is done fairly, without partisanship, and is in the best interest of taxpayers.
