Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I thank my colleague for his speech. In terms of banging heads against the wall, I cannot say the Liberals are helping much. I also think that there are many things giving them a headache at the end of the day. Bill C-215, introduced by my colleague from Avignon—La Mitis—Matane—Matapédia, was a climate bill with teeth that required the government to meet its targets by 2050.

Business of Supply  Madam Speaker, I agree with my colleague: There are several flaws in the Liberal plan. We have known this from the beginning. The Conservatives wanted to implement a plan. However, I would remind the House that they tabled a motion calling for a reopening plan as recently as March 23, right before the start of the third wave.

Business of Supply  Madam Speaker, I want my colleague from West Nova to know that I really enjoy working with him. He is a man of integrity who works very hard for his constituents. Let us come back to the motion. Even the Liberals are saying to go ahead and criticize them, but to be real about it.

Business of Supply  Madam Speaker, I listened carefully to my colleague's speech. I think he raised some good points. He took a lot of shots at the Liberal government, and rightly so, but we are here to debate a motion that essentially says the government must “ensure that every Canadian adult has access to a vaccine by the May long weekend”.

Business of Supply  Mr. Speaker, I thank my colleague for her speech. I think she will agree that this motion is typical of the Conservatives. It is ideological, partisan and unrealistic. Still, it does spark debate. My colleague must admit that the government has failed miserably. The vaccine could have been created here in Canada.

Port of Montreal Operations Act, 2021  Madam Speaker, unfortunately, I think the hon. minister misled the House in her speech. Several of her Liberal colleagues have also done so today, when they used the argument that medications would not be unloaded. That is not true. First, 90% of medications delivered to Canada arrive by plane, landing at Pearson Airport.

The Budget  Mr. Speaker, I want to thank my colleague from Steveston—Richmond East. I have the good fortune of serving with him on the Subcommittee on International Human Rights. It is a pleasure to work with him. I noticed that he talked about an election budget in his speech. I could not agree with him more.

The Budget  Madam Speaker, I listened closely to the parliamentary secretary's speech, and I thank her for her speech. She talked about the health of society's most vulnerable members, such as members of the LGBTQ2+ community and women. My understanding is that Ottawa intends to take care of the health needs of the most vulnerable people.

To date, no member of the Conservative Party has answered this question since I came to this place and started asking questions about the budget.

I am wondering if he has read the book Un gouvernement de trop, or “one government too many”, by Stéphane Gobeil. If so, could he explain the conclusion the book came to?

The Budget  Madam Speaker, I could not help but smirk when I heard my colleague talk about the promises the government has kept. What about the government's key promise in 2015 on electoral reform? What about the government's promise to stop giving subsidies to oil companies? What about the government's promise to stop interfering in provincial jurisdictions?

The Budget  Madam Speaker, the Conservatives like to brag about respecting provincial jurisdictions. My colleague and I both know what is missing from the budget. What is missing is an increase in health transfers to 35% on an ongoing basis. Premier Legault and the premiers of the other provinces have all called for this increase.

My Conservative colleague spoke about this in his speech. Earlier, my colleague from Saint-Jean asked our colleague from Calgary Nose Hill a question.

The Budget  Madam Speaker, I apologize for the technical difficulty. I thank my colleague for her speech. She really focused on this budget's feminist approach. Of course, one sector in which the majority of the workers are female is health care, so I would like to know why the Liberals rejected the amendment to the amendment, which would have increased health transfers.
