Human Resources  Mr. Speaker, nearly half of all small and medium-sized business owners are women. In Quebec, nearly two-thirds of these women entrepreneurs have children and three-quarters of them work over 40 hours a week. Support for post-secondary education for their children and support for informal caregivers are ways of lending a helping hand to these women entrepreneurs by lightening their load.

Human Resources  Mr. Speaker, that is a very small consolation. Our small and medium-sized businesses cannot afford to lose any workers. The experts have been clear: we are about to face a shortage of skilled labour as more and more workers are getting ready to retire. Yet the unemployment rate among university-educated new Canadians is four times higher than among Canadian-born graduates.

Passports  Mr. Speaker, I am very pleased to announce today that Passport Canada and Service Canada have entered into an agreement whereby they will provide passport services on the Montreal south shore. Millennium Scholarships  Mr. Speaker, the Conservatives are taking $121 million away from students, money that was intended for the millennium scholarship fund. This $121 million disappeared without a trace, wasted by this government without governance. Now that artists, women's groups and seniors have been targeted, it is students' turn to pay the price of the Conservative government's fiscal incompetence.

Business of Supply  Mr. Speaker, I did not even mention the Parliamentary Budget Officer because it has not happened yet, but we do see it coming. Unfortunately, it does confirm the pattern and the will of the government to muzzle everyone who dares criticize or question its direction or intent. I fear for others who we will see in the future.

Business of Supply  Mr. Speaker, I really do not have any comments to make. We have no evidence that any of these criticisms are actually based on concrete cases where the charter became an impediment to either the administration of justice or to the proper governance of our country. I have no indication whatsoever that one of those instances has been brought to light.

Business of Supply  Mr. Speaker, I thank my hon. colleague from Bonavista—Gander—Grand Falls—Windsor for preceding me in this debate, but it is with some sadness that I rise to speak here today on the motion moved by my hon. colleague from Moncton—Riverview—Dieppe. The Canadian Charter of Rights and Freedoms has been enshrined in our Constitution for nearly 30 years, yet here we are still having to raise our voices to defend it.

Census  Mr. Speaker, the decision to eliminate the long form census will have a major effect on crucial issues for women. We are hearing from all over Canada that these changes will negatively affect the ability of the government and civil society to make good decisions. There will no longer be reliable data on family care, low-income families, single-parent families, women in need, or the number of women managing small businesses.
