Economic Action Plan 2015 Act, No. 1  Mr. Speaker, I am very pleased to speak to those points and I thank my colleague for those comments. We have balanced the budget, and that is a key for the economy in Canada. It gives our industries and our families confidence in being able to invest in their own livelihoods and in their own businesses, and that makes a stronger country.

Economic Action Plan 2015 Act, No. 1  Mr. Speaker, the premise of the question is wrong. The Canada pension plan is there, it is viable and we are offering a voluntary mechanism for citizens in Canada to contribute to more on a voluntary basis. Unlike the Kathleen Wynne program that the Liberals have put forward in regard to a forced mandatory inclusion of CPP contributions that would end up costing not just $1,000, for an individual who is making $60,000, but also $1,000 for the employer as well.

It was widely reported that there were some in the House that believed budgets magically balanced themselves. However, nothing could be further from the truth.

Agriculture  Mr. Speaker, last week Canadian farmers, supported by our Conservative government, celebrated a great victory over American protectionism when the World Trade Organization ruled against the United States mandatory country of origin labelling policy. This is the fourth time the WTO has ruled in Canada's favour and denounced this protectionist policy that has been costing our meat industry billions of dollars on an annual basis.

Women's Senior World Curling Champions  Mr. Speaker, even though spring is in full bloom, it gives me great pleasure to rise in the House to congratulate Canada's 2015 senior women's curling team on its recent world championship. Last month, Lois Fowler's rink of third, Maureen Bonar; second, Cathy Gauthier; lead, Allyson Stewart; and coach, Brian Fowler, proudly wore the maple leaf while winning the women's Senior World Curling Championships in Sochi, Russia.

Ongoing Situation in Ukraine  Mr. Chair, I listened intently to the minister's presentation. He mentioned the Ottawa Citizen and I am seeking some clarification. A few weeks ago, the Minister of National Defence claimed that the HMCS Fredericton was flown over by Russian fighter jets while on a NATO mission in the Black Sea.

Business of Supply  Mr. Speaker, my comments dealing with the good work of Environment Canada, the good work of the Coast Guard in B.C., and the notification of the province immediately whose responsibility it is to notify the city and surrounding areas municipally are targeted totally in regard to the excellent response on the Marathassa spill situation.

Business of Supply  Mr. Speaker, obviously, the member listened to my presentation and he heard all of the wonderful work that Environment Canada has done, is doing on a regular basis and did in responding to this emergency as well. I think the member answered his own question by saying that Environment Canada has done a tremendously good job in this particular case in regard to responding to all of the areas of concern, whether it was the density and of the type of oil that was in the water, the quantity of it and the amount of reclamation that was done for the fowl involved.

I am very pleased to have the opportunity to rise in the House today to discuss the motion put forward by the member for New Westminster—Coquitlam. As my colleagues stated earlier today, Canada has one of the strongest marine safety regimes in the world.

Ukraine  Mr. Speaker, Canada recognizes the sovereignty and territorial integrity of Ukraine and will never recognize the illegal occupation of Crimea. Last week, the Prime Minister and the Minister of National Defence announced that Canada will be deploying approximately 200 Canadian Armed Forces personnel to Ukraine to develop and deliver military training and capacity building programs for Ukrainian forces personnel.

Common Sense Firearms Licensing Act  Mr. Speaker, my hon. colleague makes a very good point. That is why this bill is receiving so much support, as I said, from police officers, police chiefs, hunting groups, and sport shooting groups. We always want to be cognizant of making sure that people are safe in their communities, and this legislation will not inhibit that at all.

Common Sense Firearms Licensing Act  Mr. Speaker, I would reiterate what I said in my previous answer. First of all, the safety of Canadians has to be paramount in any decisions that are made. Regarding the weapons described by my colleague, all of them still have to go through very restrictive and thorough examinations.

This important legislation highlights our Conservative government's commitment to firearms policies that are safe and sensible. This is a theme that is seen throughout the bill, and it is a theme that has been at the heart of how our government deals with issues related to firearms.

Agriculture  Mr. Speaker, farmers know that one of the most useful short-term loan programs that they have is the advanced payments program. The program provides all farmers, whether they have grain or oilseed, livestock or horticulture businesses, the ability to borrow $400,000 from the federal government and up to $100,000 of that being interest free on an annual basis.
