Criminal Code  Madam Speaker, I am not sure that I understood my colleague's comments. I think that the intent of Bill C-6, just like the intent of the bill studied by Quebec, is to protect people's rights. It is about respecting their sexual identity, whatever that may be. It is part of who we are.

Criminal Code  Madam Speaker, I will be sharing my time with the member for Shefford. When the government said it was going to crack down on conversion therapy, the Bloc Québécois was very pleased, especially since the government had previously said it could do nothing following an April 2019 petition to ban the practice.

Business of Supply  Mr. Speaker, I thank my colleague, who has been very passionate and even taught us a few things during her speech. We know that the important thing during a crisis, a health crisis or any other, is the public's trust in their government. For example, the economic programs that were put in place created a bond of trust between the public and the government.

Business of Supply  Mr. Speaker, our Liberal colleague gave a speech in which he was the champion of sidetracking the debate. He talked about the face covering of the leader of the official opposition. He talked about American McCarthyism. We know it was an absolutely unfounded speech. From 2017 to 2020, the WE Charity received $120,000 for five contracts with the government and $5.2 million in subsidies and contributions.

Resumption of Debate on Address in Reply  Madam Speaker, in his speech my colleague spoke a great deal about international organizations. However, unless I missed it, I heard nothing about the WHO, the World Health Organization. We know that the United States has withdrawn from the WHO and that Canada has received a request from the European Union to increase its contribution to the WHO.

Resumption of Debate on Address in Reply  Madam Speaker, I would like to thank my colleague and friend from Saanich—Gulf Islands. The throne speech is full of big ideas, but there is no specific plan. We are calling for specific plans. I have been a member here since 2015. We have been calling for a meaningful, binding plan since 2015.

Resumption of Debate on Address in Reply  Madam Speaker, I thank my colleague for his question as it lets me dispel a potential myth about Canadian policies. Oil revenues in no way fund equalization payments. That is not how equalization works. I can dispel this myth. These revenues belong to the provinces. As for the federal government, we know that the environment is a shared responsibility.

Resumption of Debate on Address in Reply  Madam Speaker, it will come as no surprise to my colleague that we believe it is time to put an end to all fossil fuel subsidies. I am not the one saying so. Canada has the highest per capita greenhouse gas emissions of all G20 countries. It is time to act. We can see that. There have been fires in British Columbia.

Resumption of Debate on Address in Reply  Madam Speaker, I will be sharing my time with the member for Saint-Hyacinthe—Bagot. Before I get into the substance of my remarks, I would like to remind all of my colleagues that the pandemic we are facing has prompted a renewed focus on scientific studies and the mobilization of the entire scientific community around links that may exist between zoonotic diseases, pollution, climate change and the emergence of pandemic phenomena.

Resumption of Debate on Address in Reply  Madam Speaker, at the end of his speech, my colleague brought up the 2008-09 economic recovery. Don Drummond, a former TD Bank economist and a professor at Queen's University, said that the measures were drafted quickly and that the country derived no long-term benefit from that recovery.

Resumption of Debate on Address in Reply  Mr. Speaker, one thing to come out of the lockdown was a temporary reduction in greenhouse gas emissions. Global warming, however, increased. My distinguished colleague spoke a lot about his party leader, but is his leader prepared to step up and look for solutions to the climate crisis?

World Teachers' Day  Mr. Speaker, October 5 is World Teachers' Day. I want to acknowledge the dedication of these men and women who, as the theme suggests, are not only shaping the future, but are true leaders in a time of crisis. This year's back-to-school was historic. It was unprecedented. I will not soon forget the image of these young school children wearing a mask following their teacher into their elementary school.

Resumption of Debate on Address in Reply  Madam Speaker, my colleague talked about natural resources and the economy. There are two ways to look at this. We can focus on the short term and exclude a number of sectors that will automatically have weaknesses. We can also take a more long-term view that will bear fruit over a longer period of time but will take patience.

Resumption of Debate on Address in Reply  Madam Speaker, I can see how passionate my colleague is about making Quebec a country. At the end of his speech, he spoke about climate change and environmental issues. In the throne speech, the government rehashed the idea of planting two billion trees. My colleague comes from an area with lots of trees.

Resumption of Debate on Address in Reply  Mr. Speaker, I thank my colleague for her speech. She spoke about the health crisis, of course, and also about the climate crisis. We must connect the dots: the health crisis is the result of the climate crisis. We will be celebrating the fifth anniversary of the Paris Agreement, but what about our targets?
