Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I am very pleased to rise today as the Bloc Québécois critic for international trade and speak about the Canada-U.K. trade continuity agreement, or CUKTCA. CUKTCA seeks to ensure that the flow of trade between Canada and the United Kingdom remains unimpeded. Let us remember that Canada and the European Union are bound by a free trade agreement, the Comprehensive Economic and Trade Agreement, or CETA, and that the United Kingdom's decision to leave the European Union put an end to the provisions that connected London and Ottawa.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I commend and thank my colleague from the Standing Committee on International Trade for her presentation and for outlining the government's many failures on this file. I am wondering whether the agreement on trade continuity between Canada and the United Kingdom is a carbon copy of the Comprehensive Economic and Trade Agreement with the European Union.

Health  Mr. Speaker, the Pfizer plant in Europe is unable to deliver even a single dose of the vaccine to Canada. This should not be a problem, because we could turn to the Pfizer plant in the United States. However, we cannot do that, because the Trump administration issued an executive order stating that Pfizer had to vaccinate Americans first before it could export doses.

Health  Mr. Speaker, the United States is our best trading partner. Logically, it should also be our best health partner. Vaccination will help boost not only our economy but theirs as well, because the two are integrated. The Prime Minister spoke with Joe Biden. After agreeing to concessions on Keystone XL and the Buy American Act, he should absolutely have asked for something in return.

Economic Statement Implementation Act, 2020  Madam Speaker, I congratulate my colleague on his presentation. He has painted a good picture of the current state of air transportation, and I would like him to comment on the cozy relationship between the government and certain airlines, which he condemned several times. I know that my question must be brief, but the answer requires some context.

Economic Statement Implementation Act, 2020  Madam Speaker, I would first like to wish my colleague a happy belated birthday. He said that he recently turned 30. I, too, completed my university studies not too long ago. I just finished my doctoral studies two and a half years ago. It resonated with me when he spoke about the issue of the gradual elimination of interest on the federal portion of student loans.

Aerospace Industry  Mr. Speaker, yesterday I asked the government why on earth there was nothing for the aerospace sector in the economic update. I was lucky because I got an answer from none other than the author of the economic update herself, the Minister of Finance. Unfortunately, she had no idea what I was talking about.

Aerospace Industry  Mr. Speaker, yesterday it was the Deputy Prime Minister, and today it is the Prime Minister. At least there is continuity. We cannot accuse of them of being inconsistent. From what I understand, there will be no aerospace policy until the vaccines are rolled out. There was not one word about this in the economic update or in the Speech from the Throne.

For months, we heard the government say that a solution was coming. However, there was not a word about the aerospace sector in the throne speech, nor in the economic update.

Aerospace Industry  Mr. Speaker, in the economic update, Ottawa talks about helping the industries most affected by the pandemic. That is great. Once again, aerospace is not mentioned at all, although planes have been grounded for eight months. It is really discouraging. Some 20,000 jobs are at risk in the short term, in the next two years, without an aerospace policy.

Business of Supply  Mr. Speaker, I simply want to read an excerpt of a report that states, “According to our observations, the critical need for CHSLDs is an improved level of staff with medical training.” This was not a report from a separatist body looking for trouble. It comes from a truly independent body known as the Canadian Armed Forces.

International Trade  Mr. Speaker, this is the theatre of the absurd. Right now, the Standing Committee on International Trade is examining the free trade agreement with the United Kingdom. It is even hearing from witnesses. Earlier, it heard from the Minister of International Trade. The problem is that no one has seen the text of the agreement.

International Trade  Mr. Speaker, that was just as clear as what we were told about the vaccines. In other words, we are being asked to blindly trust the government when it discredited itself in previous agreements. This is the same government that would have sacrificed Quebec aluminum in CUSMA. It is the same government that did sacrifice supply management three times.

Health of Animals Act  Mr. Speaker, on December 7, 2019, there was an incident in my riding. Thirteen activists broke into the Porgreg pig farm. They occupied the farm for several hours to stage a protest, causing stress to the animals they claimed to be defending. They were completely oblivious to these farmers' reality and how they love their animals in many ways.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, we completely agree with the goals, but there needs to be action and a plan to go with them. There is still a lot of direct and indirect support for fossil fuels, but I would like to look at something more specific. Greenhouse gas emissions expressed in megatonnes are higher today than they were in 1990 despite years of effort and years of talking about the environment.
