Immigration And Refugee Board  Mr. Speaker, the minister has not only violated the Privacy Act but also basic justice. We are talking about an investigation here and witnesses. As a former police officer if I were to release information to an accused in a crime of those people who were accusing me or an individual before any charges were laid that would cost me my job and probably there would be criminal charges against me.

Salmon Fishery  Speaker, if anybody has been playing games that seek to generalize about an entire group of people, an irresponsible attitude about an entire group of people in the fishing industry, it is the Reform Party that does it with respect to Canada's First Nations, that does it with respect to Canada's immigrants, that does it with respect to Canada's poor, that does it with respect to anybody who does not have a right wing, narrow minded, bigoted attitude about people in the country.

Yukon Surface Rights Board Act  We cannot emphasize too often that patronage appointments must go. We must cease and desist on all of them, whether it is the immigration board or this particular one on Yukon surface rights. The board will also have the power to decide which cases it will hear. Its rulings will be final, binding and enforceable through the Supreme Court of the Yukon territory.

Department Of Canadian Heritage Act  Speaker, the heritage of our country traces its roots to our First Nations peoples and thereafter to the French and English people who came as the earliest settlers and, even later thereafter, to peoples from all over the world who chose to immigrate and make Canada their home. I am therefore pleased to stand in the House today to speak about Bill C-53, the Department of Canadian Heritage Act. The objective of the bill is designed to give legal status to the amalgamation of five predecessor organizations, namely the Secretary of State, the Department of Multiculturalism and Citizenship, the Department of Fitness and Amateur Sport, the Parks Canada component of Environment Canada, and the cultural broadcasting and heritage components of the Department of Communications.

Department Of Canadian Heritage Act  I would like to take this opportunity to look at just how little regard the government has for Quebec's special character and its historic claims. The economic, cultural and social contribution made by immigrants to the development of society in Quebec and in Canada is undeniable. But an indiscriminate policy on the part of the Canadian government could do serious harm to Quebec society. It is essential that a policy of integration does not end up diluting Quebec's identity beyond recognition.

Yukon Surface Rights Board Act  If we are bankrupt as a nation for our boneheaded decisions, does it matter whether we are bankrupt Indians or bankrupt non-Indians? Does it matter if we are bankrupt immigrants? If our country does not have the funds to pay our commitments, does it matter where we came from? It does not. We have to start thinking in terms of our responsibilities to future generations, not to the next election.

Yukon Surface Rights Board Act  I do not want to appear overly critical to my friends from the Reform Party, but it must be noted that immigrants, in my opinion, are not very respectful of Natives. I am willing to give them the benefit of the doubt and say that there are financial and territorial implications to be looked at, as we are doing in committee and right here, but we know at the outset that they have no respect for natives taking control of their own destiny or for their ability to do so.

Canadian Environmental Assessment Act  I hope it will influence the Liberal government and maybe get it to move a little better than it has on other issues such as immigration, finances and the criminal justice system. I always have to remind government members of that because they forget so easily over there. Here are comments that have come out of some in depth studies: "environmental agencies are urging lower mainland residents to minimize the use of their cars until smog levels drop".

Canadian Environmental Assessment Act  It is quite easy to stand here and talk about the failures in the criminal justice system, immigration and finance. However, you have to give credit where credit is due and it is due here today. Why should we not support such an environmental bill? Canada's identity should be rooted in a fresh appreciation for our land.

Refugees  Mr. Speaker, abuse of Canada's immigration system goes on unchecked by the government. In fact Ottawa is to blame for much of the abuse. On September 9 a Fijian visitor with relatives in Vancouver armed with a refugee lawyer claimed refugee status in Canada.

Ethics  Last Thursday, after Question Period, I gave instructions that all ministers and secretaries of State review their files and the operation of their offices to establish whether there existed any other cases like that of the Minister of Heritage, not only with respect to the CRTC but also with respect to other administrative tribunals. We have found several cases of a similar nature: The Minister of Citizenship and immigration, the Minister of Fisheries and Oceans, the Minister of Indian and Northern Affairs and the Secretary of State for Latin America and Africa have each written, over the last year, to the CRTC in support of license applicants.
