Employment  Our position of respecting and supporting the various needs of Canada's regions has built this country. It was the farsighted immigration policy of Sir Wilfrid Laurier that helped build the west. I want to remind all members that since last October there are 275,000 more jobs in the country; 26,000 of those jobs are in Atlantic Canada.

Social Security Programs  When I asked these grade 11 students to tell me what they thought were the really big issues facing Canadians, they identified Indian land claims, possible separation of Quebec, an out of control immigration and refugee situation, an ineffective Young Offenders Act, and justice problems in general. They also mentioned the debt and deficit in relation to social programs. I asked these young people, who will actually have to pay off this debt-it will probably be $600-$700 billion by the time they are out in the work force-how long they thought it took for Canada to incur this debt.

Old Age Security Act  According to the legislation as it stands now, the agencies having access to information are the departments of National Revenue, Finance and Supply and Services, the Employment and Immigration Commission, Statistics Canada and any provincial authorities administering an assistance program. These agencies do have access providing the information deals only with the status of recipients or the amount of the benefits or where disclosure of information is required for the purposes of administering the act.

Criminal Code  Can the families of victims murdered by criminals who have been released on parole come to any other conclusion than the politicians responsible for this are twice removed from reality and do not know what they are doing? When we look at our national debt, our Young Offenders Act, the horrendous mess our immigration policy is in and the betrayal of section 745 of the Criminal Code, is it any wonder that our courts are pointing out that some of this stuff is twice removed from reality. And by so doing are they not clearly implying that our politicians do not know what they are doing?

Immigration  Mr. Speaker, a Torontonian applied to bring his bride from Guyana to Canada. His file was taken in Etobicoke; another was taken in Port of Spain, Trinidad. The files then went to Toronto. Then they went to Brampton. Then they went to Mississauga and back to Toronto. There his file sat for over six months with no action.

Remembrance Day Act  Mr. Speaker, I am delighted to follow my hon. colleague from Stratford to speak in support of this bill. Several years ago I had perhaps one of the greatest experiences that one could have as a member of Parliament. I had the honour to go with the Canadian delegation to the 75th anniversary of the battle of Vimy Ridge in the company of 14 of the veterans of that battle, which was Canada's first.

Department Of Canadian Heritage Act  Too often, we understand multiculturalism in terms of ethnic food, and the folkloric dances and customs of the various ethno-cultural communities. There is much more than that. Thousands and thousands of immigrants have developed the resources of this country. They have colonized vast territories and they have helped to build our cities. Most Canadian regions have inherited the characteristics of various cultural groups.

Department Of Canadian Heritage Act  Speaker, like my colleague across the way I am proud to be a Canadian. Prior to that I was an immigrant. I see no reason to support this bill. I begin with the idea that this bill is going to save $7.3 million. I cannot find this anywhere in the document. Rather it appears to me to be a hodge-podge of ideas designed to remove more tax dollars from the pockets of taxpayers.

Department Of Canadian Heritage Act  Today, both policy and programs provide a response to major problems connected with racism and racial discrimination and to the problems encountered by immigrants seeking to become a part of Canadian society. I want to make it clear that multiculturalism is everybody's business, not just that of members of ethnic and cultural minorities. We all gain if we are able to give everyone a chance to make his way in society and make a full contribution towards building a stronger country.

The member across the way from the Reform Party a week ago suggested that people of immigrant background if we continue with multiculturalism will not respect Canadian institutions. I find that insulting. I am a Canadian and I respect Canadian institutions. What is a Canadian?

Social Policy Reform  Speaker, Canadians are beginning to suspect that the government is using consultation as an excuse for inaction. It says it is consulting on the GST, on immigration, on agriculture, yet when it does not get the answers it wants from Canadians it ignores them. Why does the Minister of Human Resources Development keep talking about wanting to hear from Canadians when it is clear he only listens to the people he wants to hear?
