Dangerous Offenders  However from what I have seen from the proposals and the talk I have heard their policies are going to be as useless as the immigration policies. I will give another example. A convicted sexual predator, a pedophile named Galienne, will be released in October. Experts say he is not rehabilitated and will prey on young children again.

New Directions  Fourteen lives were saved. There is an alternative to crime but we must be proactive. Congratulations to immigrant services societies and the agencies involved and to the instructors and young people who had the courage to complete the program.

Criminal Code  It is important to note that in Mount Royal riding-and I think it is a perfect example, although perhaps a little bit more concentrated than in other cities-the statistics show that 43.5 per cent of the population is first generation immigrants to Canada. This does not take into account the balance of the population in my riding who are of ethnic origin and who have been here since the early 1800s. It is a very diversified riding and I am proud to have about 60 different ethnic minority groups represented.

Criminal Code  Speaker, I do not know how to get government members to clue in to what is said in the House. I spoke to an immigration issue yesterday and it went over their heads. This victim impact statement was read at a sentence hearing. What the government is talking about doing is hearing her again after 15 years and hearing her again after 20 years.

Criminal Code  So far this government has introduced legislation in several key areas of criminal justice such as the recent amendments to the Young Offenders Act, amendments to the Corrections and Conditional Release Act and amendments to the Immigration Act. These initiatives are reflective of a balanced, fair and reasoned approach to the changing and challenging times and of course our criminal justice system. Bill C-41 marks yet another important step in the delicate process of criminal justice reform.

Criminal Code  Yet within these national characters Quebec has been permitted the freedom to go its own uncoordinated way and create duplication in medicare, unemployment insurance and immigration. As Canadians we are proud we have a national commitment to the alleviation of regional economic disparities and to interprovincial fiscal equalization. We have had a national commitment to the support of the arts, letters and sciences, along with other creative activities in broadcasting, film making, et cetera.

Immigration Act  Mr. Speaker, after a bill is drafted it is very difficult to get it substantially changed in committee. I believe and the hon. member opposite would know as well as I do, perhaps better because he has been in the House longer, that it is very rare for a bill to be substantially changed when it deals with a whole system, a whole process of dealing with a government department.

Immigration Act  Mr. Speaker, first let me say nothing could be further from the truth that our agenda is that of the previous government. There is a lot of difference between commercialization and privatization, but that is for another day. This government does not intend to attack workers or force on anyone a loss of income or lower standard of living.
