Ethics  He said on several occasions that he intended to prepare a code of ethics for his government, to table before the end of June a bill on lobbyists and to name an ethics adviser. Would the Prime Minister not agree that the proposed appointments to the Immigration and Refugee Board, without interviews, solely on the basis of their resumés, remind us of the urgency of the proposed legislation I just mentioned?

Supply  The review will examine ways the federal government can better prevent child and youth crime and promote integrated responses to child and youth problems at the federal level with health, immigration and employment. The bill will focus primarily on murder and other serious personal injury offences. Other changes to the act are also under study to better respond to youth who are involved in criminal activities.

Agriculture  Canada like many other countries is approaching zero population growth. Beginning in about the year 2010 if no dramatic change in fertility or immigration occur our population will start to decline. This implies weak domestic opportunities for growth and increasing competition at all levels. As well, there are growing concerns for food safety which places further pressure on government as well as distributors as consumers become more aware of the food chain.

Agriculture  This government will, I believe, make that its hallmark. Whether it be in the ministries of finance, immigration or agriculture, what we are seeing is that our government is one that consults with those who are particularly concerned. In terms of our security and financial security for farmers, I feel very optimistic in that regard.

Agriculture  For the hon. member for Vaudreuil's information, inequities have existed for decades, in the sense that the federal government has been giving Quebec much less than its fair share by comparison with Western provinces. In Quebec, organizers, the Ministry of Immigration and farm organizations have met on several occasions in 1988, and in 1991, to denounce this ongoing inequity. I want to tell the hon. member for Vaudreuil this inequity turned out to be for the best.

Canada Petroleum Resources Act  On March 25, I asked the Minister of Finance the following question, after reminding him that we had just learned that for the next two years, unemployment insurance cuts would amount to $630 million a year in the maritimes, and $535 million in Quebec. We do not know what they will be this year, and it appears that Employment and Immigration does not know either. My question was: Is the Minister of Finance prepared to defer cutbacks in the unemployment insurance system at least long enough to put in place a real job creation strategy to help the jobless find work instead of forcing them onto welfare?

Bosnia  Speaker, that in your riding five Bosnian children are now safe and secure, having been granted a safe haven by Bosnian Children's Relief, but there are many more. I call on the minister of immigration to review the guidelines relating to the granting of temporary safe haven visas for children. With the help of the government, Bosnian Children's Relief could do much more in helping to preserve the innocence of children caught in an adult nightmare.

While we are having a plethora of quotes from great minds of the 18th century, perhaps we could get in a quote from the 20th century. I am particularly interested that the hon. member for Skeena picked out the National Action Committee on the Status of Women to suggest as being unworthy of government funding.

Immigration  Order, order. I am sure the hon. member is going to put his question. I encourage the hon. member to not in any way impute motive to any other member in the House. It makes things that much more difficult. I am sure that if the hon. member would want to withdraw any imputation of motive to the hon. minister, I would invite him to do that before he continues his question.

Immigration  Mr. Speaker, if I have said something that offends this minister, then I withdraw it. However, I am talking about his department. My question to the minister is this: How can this minister in good conscience continue to preach about getting tough and at the very same time disband that unit which provides Canadian families the most protection from dangerous deportable criminals?
