Citizenship Week  Do present policies of bilingualism and multiculturalism build bridges or walls to our diversities? Do record immigration levels added to our crippled economy and stressed social structures promote tolerance or misunderstanding in our land? Do government policies that weaken families and negate justice bring hope or despair to our people?

Refugees  Mr. Speaker, I want to thank my hon. friend and colleague for Scarborough-Rouge River. I can say to the hon. member and to the House that the number is lower than the 24,000 being thrown around by the media. Approximately 10,000 of those individuals, would be claimants have been refused but because of previous policy directives have not been removed.

Refugees  Mr. Speaker, my question is for the Minister of Citizenship and Immigration. According to recent news reports as many as 24,000 former refugee claimants whose claims were rejected after a hearing have not yet been removed from Canada. Since most of them are not allowed to work this will place an additional burden on the taxpayer.

Refugees  Clearly, our government has always had a very open policy regarding the warm welcome extended to those who are forced to flee their country, but we will also have to be very efficient at turning away the people who contributed to terrorism. I think we will take his suggestion and refer it to the minister of immigration who has already done some work on this very important issue for Canadians.

Canadian Citizenship  Yesterday the hon. member for Don Valley North brought us together in the Hall of Honour because of his appreciation as an immigrant to hold Canadian citizenship and because of his love and commitment to this great country. It was a moving experience and for many of us it was the first time we experienced the joy of enunciating the words aloud, declaring our allegiance for Canada.

Controlled Drugs And Substances Act  Madam Speaker, on January 26 and March 10, I put questions in this House to the Minister of Citizenship and Immigration concerning the plight of approximately 50 Salvadorian refugees in Montreal who are facing the threat of deportation to their native country. Despite my pressing the point, no action has been taken and the problem remains unresolved to this day.

Supply  As a result, they adopted a series of intolerant laws regarding the districts and the eastern townships, denied them representation and invoked a head tax on immigrants from Britain. Between 1837 and 1838 we had real problems, including a bit of open rebellion and almost warfare. It is important to note that from 1840 to 1880, as the proportion of English speaking and French speaking people balanced, people felt a little more secure.

Budget Implementation Act, 1994  According to Statistics Canada and other government bodies such as the Department of Employment and Immigration, each year, there are between 50,000 and 90,000 jobs that go unfilled in Quebec alone. With these figures, it is possible to see that there is a problem with training. Based on these figures alone, in difficult times such as these when everyone is looking for a job and talking about jobs, the need to do something is obvious to anyone who takes a hard look at the situation.

Sikh Nation Anniversary  Over a quarter of a million Sikhs live as peaceful and full participants in Canadian society. In spite of numerous difficulties encountered by the first Sikh immigrants at the turn of the century, today they are a full and active component of the Canadian mosaic. As the first turbaned Sikh member of the Canadian Parliament I am sure all members would like to join with me in congratulating the Sikh community on this auspicious occasion and hope that we all continue to work together to promote harmony and good will in order to keep Canada an exemplary country in which tolerance and compassion abound.

Sexual Violence  In my respectful view, it is not going to help dealing with this difficult and tragic problem for us to refine further a code that already prohibits the misconduct. Our focus must be on ensuring that the people who arrive as immigrants and the people who are in Canada already are aware that it is against the law and that the provincial authorities work with us in enforcing those laws sternly and efficiently. I believe that is the way to come to grips with this problem and that is the conclusion which I expressed in the document that I tabled.

Electoral Boundaries Readjustment Suspension Act, 1994  There are 35,000 additional people who came from overseas. We get 20 per cent of all Canada's immigrants. B.C.'s population continues to grow at a faster rate than the rest of Canada and yet we are going to be stuck with a proportional representation that is mired in the 1980s. People in B.C. have mentioned that this is unfair, it is not proportional representation, and it is going to skew the power base away from the growing population centres and leave it in the eastern areas, some of which have been nice enough to send us their people to populate B.C.

National Security  This agency would work closely and effectively with the Royal Canadian Mounted Police as well as with other government agencies such as Transport Canada, Foreign Affairs, National Defence and Citizenship and Immigration. The Service's first years of operation were marked by intense scrutiny of how it went about its business. Concerns about the Service's operational focus led to the creation in 1987 of an independent advisory team to advise the government on how to realign the Service's operational priorities and strengthen its management.
