Criminal Code  Madam Speaker, that follows the remarks in my speech where I said this is generally a positive thing, as it is allowing for more discretion. I think it fits within a philosophy that we do not have a one-size-fits-all approach to justice. Where the circumstances warrant, and when a judge or Crown prosecutors believe that someone would be best served with an alternative to jail time, then we should give them the freedom to do so because they understand the facts of the case, the individual and the circumstances in which the crime was committed.

Criminal Code  Madam Speaker, as I said in my remarks, the person who is best qualified to mete out that kind of a sentence is the judge who has heard all the facts of the case and the individual circumstances. I am quite confident that should a person deserve a lengthy sentence and a long jail term, they will get it.

Criminal Code  Madam Speaker, yes, I think the discretion part is very important. In answering my colleague's question, our justice system has struggled from underfunding right across this country, which has led to a lot of people being released without having their appropriate day in court.

It is a privilege to be here, and I carry that trust on my shoulders every day.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, I have been curious throughout today's debate on Bill C-5. Is it the position of the Conservative Party that its members do not have faith in the men and women of this country who serve as judges? The Conservatives do not seem to believe at all in judicial discretion.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, early this year in the previous Parliament, the Standing Committee on Public Safety released a report on systemic racism in policing in Canada. When I look at the new additions to the Controlled Drugs and Substances Act that Bill C-5 would make, such as the declaration of principles, the warnings and referrals section, it gives me a bit of a pause.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, the issues the member for Rivière-du-Nord has spoken about is a topic that the public safety committee now will be seized with, and I look forward to commencing our study on that. Listening to the previous speech from the Conservatives, one would be forgiven for thinking that we were doing away with sentences for all time.

Public Safety  Madam Speaker, it is clear the RCMP is in need of serious reform. The RCMP has often taken concerning approaches that endanger Canadians rather than keeping them safe. In the previous Parliament, the public safety committee released a report on systemic racism in policing in Canada.

Resumption of Debate on Address in Reply  Madam Speaker, in previous speeches from the throne, I remember seeing the Liberals talk a lot about putting in national pharmacare and making a reference to dental care. In this throne speech, theses topics are no where to be found. It is like they never even existed. The member is right, and the cost of living is also a huge subject of concern among my constituents in my riding.

Government Policies  Mr. Speaker, Ottawa can be both a rewarding and frustrating place, rewarding because of the many opportunities we have in making a real difference in the lives of our constituents, but frustrating in that many of the proposed solutions can be too slow or ineffective in addressing the challenges our country is facing.

Business of Supply  Madam Speaker, in my riding of Cowichan—Malahat—Langford, the market has failed my residents, and it is still failing residents. We are regularly seeing houses overbid by $100,000. I am wondering why the Conservatives did not take this opportunity to make mention of an indigenous housing strategy or of making a commitment to building non-market affordable housing.

Business of Supply  Madam Speaker, I truly enjoy listening to my Bloc colleague's speeches in the House. They are always very vibrant and full of passion, and I sincerely believe that he comes to this place with a deep sense of caring for the housing situation we see in Canada. The situation is quite dire.

Business of Supply  Mr. Speaker, I understand the member for Winnipeg North's concerns. I think there is a desire from all members of the House to really look at this issue in depth. We may quibble over what the best format of that is, but the Conservatives have put together a motion, and that is for us to consider.

Business of Supply  Mr. Speaker, I want to ask the member about a specific part of this motion, paragraph (m), where the committee's work will be supported by an order of the House. In my view, this section of the motion is probably informed by the troubles that standing committees had in the previous Parliament and this may, in fact, be saving this special committee time, because it will be backed up by a full-force order from the House.
