Railway Companies  Mr. Speaker, it is a pleasure to have the opportunity to speak to Motion No. 494 this morning. The motion is somewhat redundant, but at the same time it is important to speak to an issue that is fundamentally important to all Canadians; that is, the national transportation system and in particular what takes place when rail rationalization occurs in a country that continues to change, as it normally would in a federation.

``On To Ottawa'' Trek  Mr. Speaker, one interesting thing about being a parliamentary secretary is that you get to stay up late. So here we are. I thank the member for Regina-Qu'Appelle for keeping me up this late and bringing the motion before the House. The motion before us calls on the federal government, on the 60th anniversary of the "On to Ottawa" trek, to apologize for its actions at the time.

Regional Rates Of Pay  Mr. Speaker, I am pleased to rise in support of the motion put forward by the hon. member for Dartmouth that in the opinion of the House the government should consider abolishing regional rates of pay. It is an important issue for the hon. member and I am glad to see it being debated in the Chamber.

British Columbia Treaty Commission  Mr. Speaker, I am pleased to have the opportunity to rise in support of Bill C-107 and in support of the comments made by the Minister of Indian Affairs and Northern Development. Bill C-107 creates the legal framework for the British Columbia Treaty Commission to act as an arm's length body and facilitate treaty negotiations with British Columbia's First Nations.

Canada Labour Code  Mr. Speaker, it is a pleasure for me to be here tonight in my first duties as the Parliamentary Secretary to the Minister of Labour and to speak briefly on Bill C-317. I thank the member for Manicouagan for bringing this important bill forward. The member proposes to amend the Canada Labour Code and the Public Service Staff Relations Act.

Cn Commercialization Act  Madam Speaker, I should like to make a couple of quick comments and then ask the member some questions. I have one comment about the Prime Minister's decision to allow CN to be privatized. It is pretty well known in this place, and the Prime Minister has said it publicly many times, that he does not always get his way.

Supply  Mr. Speaker, why would he think, as the Reformers would think, that Canadians would believe it when the Reform Party says it could reduce the debt and the deficit all in one fell swoop in a three-year program and at the same time maintain jobs and growth? This is what it is saying to us, that the 400,000 jobs that were created this last year would continue to be in effect at the same time as we would take some $40 billion from the economy.

Supply  Mr. Speaker, I congratulate my colleague for a very good speech, one that relates to the Canadian public the difference between the Liberal Party and the parties opposite. Many of us on this side believe governments have a role to play and that governments can have a positive impact on the lives of individuals.

Borrowing Authority Act, 1995-96  Mr. Speaker, I want to quickly say to my colleague and to other colleagues in the House that federalism is by far one of the best systems in the world. There is a reason for that. The reason federalism works so well and why other countries wish they had a federal system like ours is because it is fluid.

Borrowing Authority Act, 1995-96  Mr. Speaker, I rise in support of one of the toughest budgets in Canadian history. A tough budget was needed to keep the country on track. It is a budget that Canadians have been calling on the government to table and I am proud to stand in my place today to support it. We have answered the demands of Canadians with a tough but fair budget.
