Framework on Palliative Care in Canada Act  Mr. Speaker, I thank the hon. member for Sarnia—Lambton for bringing this bill forward, for her leadership on palliative care in Canada, and for making sure that the conversation does not die between parliamentary sittings. I would also like to thank Hospice Wellington for helping me with its insights and input on what I am talking about tonight, and I thank the hospice centres across the country for the amazing work they do for some of our most vulnerable citizens.

Tax Convention and Arrangement Implementation Act, 2016  Madam Speaker, I was in Israel on a parliamentary trip this summer and saw enormous potential for investment through venture capital and some of the items the member discussed, such as royalties. The movement of money between our two countries could help stimulate growth and the jobs we are looking for.

Petitions  Mr. Speaker, I rise today to present e-petition 190 on behalf of the medical cannabis patients in Canada. This petition has received over 10,000 signatures from Canadians in every province and territory. The petitioners call upon the Minister of Finance to make medical cannabis, a physician-authorized substance, to be tax exempt as are all other prescription medications.

Our Lady of Lourdes Catholic High School  Mr. Speaker, today I am honoured to rise in the House to recognize the 50th anniversary of Our Lady of Lourdes Catholic High School in Guelph. Lourdes is probably best known for its national leadership award that annually is designed to inspire students toward leadership as a part of their civics program.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, we had an election over a year ago in which the NDP talked about balancing the budget. I have not seen the plan that we could have followed, which would have resulted in a balanced budget. So far I am hearing a lot of costs, a lot of decreased revenues, but I have not seen where that goes in balancing our budget.

Rouge National Urban Park Act  Madam Speaker, I thank the hon. member for her speech on parks. I want to take this conversation to another feature that Parks Canada has; that is, national historic sites. When I think of the park in Winnipeg, it is a similar concept of having an urban park managed by Parks Canada within a boundary of the downtown, which is a unique feature now in the city of Winnipeg, that brings people to a point where people have gathered for 6,000 years.

Agriculture and Agri-Food  Mr. Speaker, bovine tuberculosis is affecting ranchers in Alberta and Saskatchewan whose herds are under quarantine because of this disease. As a member of the Standing Committee on Agriculture and Agri-Food, could the Minister of Agriculture and Agri-Food please tell us what he is doing to help these ranchers who have been put under quarantine by the CFIA until testing is complete?

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, the member mentioned the importance of being bold in the current climate of protectionism. Maybe he could comment further on the opportunity this presents to Canada to be seen as a leader in trade in the world, something started under the previous government. The talks stalled, unfortunately.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, last week in Guelph we had a pre-budget town hall where the CPP was discussed. We talked about supporting retired people as needed, which is a greater need every year, and the concerns around affordable housing. While l was knocking on doors on Saturday, I heard many of the same concerns in the Brant neighbourhood in Guelph.

Violence Against Women  Mr. Speaker, the month of November is Woman Abuse Prevention Month. This month, from community groups to the House of Commons, Canadians will come together to fight gender-based violence. In my own riding of Guelph, groups like Women in Crisis offer support and raise awareness of abused women.

Business of Supply  Mr. Speaker, one of my key volunteers and funders in my riding helped with my campaign. He had supported other parties in the past but chose to support the Liberal Party in the last campaign. When I asked him why, he told me that his father came to Canada, was successful in business, and told his children democracy comes at a cost, that there is a price to running the operations of a political party and every party faces costs to operate within their jurisdictions.

Income Tax Act  Madam Speaker, thank you for the opportunity to speak today on this important piece of legislation, which I will be supporting. The bill reflects the work of the hon. member for Cambridge, which he has done his whole life on behalf of his community. He has worked for the YMCA and YWCA, the organization in Canada whose new logo is “For a better us”.

This framework provides the programs that help our farmers manage risks and provides the tools they need to become more innovative, competitive, and sustainable.

Food and Drugs Act  Mr. Speaker, it is my pleasure to rise in the House today to talk about this very important topic. It is said that governments do not trade; it is businesses within countries that trade. The previous government had about 55 trade deals signed and thought that the job was done, but our trade deficit continued to grow because businesses were not engaged.
