Business of Supply  Mr. Chair, I appreciate that. The fact is, though, that we bought a pipeline. Why is TMX not part of our procurement approach?

Business of Supply  Mr. Chair, I appreciate those commitments. The UN Secretary-General has made clear that new fossil fuel infrastructure at this point in the climate emergency is moral and economic madness, yet the Government of Canada now estimates that the Trans Mountain pipeline and the expansion will cost $21.4 billion, including the completion of the expansion of the pipeline.

Business of Supply  Madam Speaker, as has been put forward by over 400 leading academics across the country, carbon capture is a false climate solution. It is a distraction from decarbonization. A recent study in the Netherlands made clear that 32 out of 40 times it is used, emissions went up. Given the member for Vaughan—Woodbridge's interest in affordability, I am wondering if he could reflect on what the $7.1 billion in the recent budget could have done, if it was put toward low-interest loans, for example, for households to action on climate.

Electoral Representation  Mr. Speaker, today we are debating a government bill on electoral representation, but there is no mention in it of electoral reform or proportional representation. Back in 2015, the Prime Minister promised over 1,800 times that he would make every vote count. Seven years later, we still do not have any legislation or indication from the governing party that it will follow through on these promises.

Preserving Provincial Representation in the House of Commons Act  Mr. Speaker, it is a nice change to see such strong agreement in this place among different parties. I am glad to see that. I am rising to share something with the member for Louis-Saint-Laurent. He mentioned a few times, as some of his colleagues have, that a member of the Green Party, the member for Saanich—Gulf Islands, is in opposition to this motion.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, while the House leader for the official opposition is right that I was not in this place, I deeply share in his disappointment over that broken promise from back in 2017. The opportunity for moving toward proportional representation, in my view, was stated pretty plainly, as I mentioned, over 1,800 times.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I will answer in English so that I get my words exactly right. I do recognize that Quebec is a nation within Canada. I recognize that the Bloc is concerned with this. I recognize what the Bloc shares in terms of the political weight. I also think it is important to ensure we have proportional representation across the country.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I could not agree more with how important it is to see more respectful discourse in this place. To the member's point, when this bill was last debated on April 7, I read some of the Hansard record on it, given that on that particular day there was another major event happening with respect to the federal budget.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I will be sharing my time this afternoon with the member for Cypress Hills—Grasslands. I am glad and honoured to offer comments on Bill C-14, an act to amend the Constitution Act with respect to electoral representation. I will start by talking a bit about what is in the bill, followed by what I am disappointed to see is not in it.

Petitions  Mr. Speaker, it is an honour to rise to present a petition initiated by a constituent and supported by over 1,500 petitioners across the country. They recognize that every person has the right to a safe and healthy lifestyle. They recognize that a guaranteed livable income would remove stress on our health care system, among many other advantages.

Points of Order  Mr. Speaker, I would be glad to send the member the PBO report that makes it really clear that the Trans Mountain pipeline expansion only makes sense if the—

The Environment  Mr. Speaker, today in response to questions from the Bloc and the NDP on a new $10-billion loan guarantee for the Trans Mountain pipeline expansion, the Deputy Prime Minister cited a “net zero by 2050” condition. Well, net zero by 2050 does not matter if we blow through our carbon budget decades before.

Business of Supply  Madam Speaker, in my time here I have heard the member speak often with respect to standing up for human rights all around the world. I understand she is not supportive of this motion. I wonder if she would be open to sharing other opportunities that parliamentarians in this place, if we were serious about upholding human rights all around the world, could look toward doing exactly that.

Business of Supply  Madam Speaker, I appreciated hearing the member for London—Fanshawe's reflections that all folks in this place need to consider more broadly human rights around the world. The member for Edmonton Strathcona had offered to do so. Considering arms sales to Saudi Arabia as one example, she offered the potential to start a second committee on foreign affairs that could look more broadly at these issues, as opposed to what is being proposed here, which would look at one specific relationship.

Business of Supply  Madam Speaker, I would like to thank the member for Montarville for his speech. My understanding is that he intends to support the motion. I am just curious as to why he thinks it is important to establish a committee on our relationship with China instead of having it studied at the Standing Committee on Foreign Affairs and International Development.
