Commonwealth Games  Mr. Speaker, today marks the start of the one-year countdown to the decision of selecting the city that will host the 2014 Commonwealth Games. Canada is proudly represented by the Regional Municipality of Halifax. The successful candidate city will be announced in Sri Lanka on November 9, 2007, during the Commonwealth Games Federation annual general assembly.

Is there anything he can do to encourage the Liberal dominated Senate to pass the federal accountability act, so that we can bring and restore some sense of transparency to the appointments process, and so that we can have a director of public prosecutions, and the member is aware of how important that is, so--

Judges Act  Mr. Speaker, our government has in every way followed our constitutional obligations and our obligations to the taxpayers by putting forward a very reasonable proposal. I am very pleased that we followed those constitutional obligations. I would certainly encourage the member to support this legislation, but also, in the area of transparency and accountability, urge him to use all of his influence as the member for Moncton—Riverview—Dieppe to get that federal accountability act passed.

Criminal Code  First, Mr. Speaker, I categorically reject the premise of the member's preamble that all parties take crime seriously. I think the last 13 years of Liberal government that the member refers to have been absolutely atrocious when it comes to justice, when it comes to balance in our justice system, and when it comes to protecting communities and society, and I could go on in regard to arson, car theft, break and enter.

Criminal Code  Mr. Speaker, I am pleased to rise today to speak to Bill C-9 but it is definitely with mixed feelings as the bill has currently been amended. We have to remember that the government and not only the party in government but also the opposition parties were elected. If we all remember the last election, we were elected with a message and a mandate from the people of Canada.

Justice  Mr. Speaker, it is important to note that it is this Parliament's responsibility, under our Constitution, to establish judicial salaries and benefits. It is ultimately up to Parliament to consider and improve any proposed amendments. The committee has considered Bill C-17 and it will be up to Parliament to approve it.

Justice  Mr. Speaker, we heard from the Minister of Finance about the important steps that are being taken to address seniors, pensioners and older workers. It is ultimately Parliament's responsibility, on the issue of judicial compensation, to approve this judicial compensation.

Criminal Code  Mr. Speaker, I listened with interest to my colleague's speech and want to ask him one question. Over the years there has been a great demand for this kind of legislation from people and groups who work in areas such as protecting children, preventing childhood exploitation, ensuring victims' rights are protected, and preventing the victimization of children.

Justice  Mr. Speaker, currently, this section is under review and the Security of Information Act is being examined by a parliamentary review. The final reports of the Senate and House of Commons subcommittee are scheduled to be released December 22. The government is committed to ensuring that its legislation protects the security of Canadians while at the same time provides public accountability and protects fundamental freedoms.

Criminal Code  Mr. Speaker, I look forward to exploring in committee all areas of the bill and this question and all questions the hon. member may have, which can be put to our witnesses there. Some of the provisions dealing with jurors have dealt with not wanting to taint the sworn jurors when there are questions being put to potential jurors by crown attorneys and by defence lawyers.

Criminal Code  Mr. Speaker, Bill C-23 makes note of “by any means of telecommunication”. The hon. member made note of that in his question. Bill C-23 in many ways recognizes that there has been a great change in our society and in technology since many of these provisions were put in place.
