Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I thank my colleague for her excellent speech, which showed that you cannot build strength if you do not walk the talk. Does the member think that the infamous Paris conference was the benchmark for this bill? What is the point of signing that damn document if, at the end of the day, nothing even happens?

Stricter oversight and monitoring mechanisms like the ones I suggested are the answer to that question. We could also review the whole matter of the CERB.

Digital Charter Implementation Act, 2020  Madam Speaker, if I understood my colleague's question about criminal law, the bill in this current form suggests penalties for companies that break the law. That would involve criminal law. If I understood the question properly, that is the response I have for my colleague.

Digital Charter Implementation Act, 2020  Madam Speaker, I will try to be brief, although I know that is not my strong suit. The Government of Quebec is currently in the process of modernizing its legislation on this. There is a stereotype about Quebec and I believe it is founded: Quebec generally does very good work and often, or in most cases, does a much better job than Ottawa.

Digital Charter Implementation Act, 2020  Madam Speaker, the Phoenix pay system is indeed a fiasco, a complete disaster. I completely agree with my colleague, who I want thank for his kind words about my speech. This is a big problem, but the bill that is before us deals with identity theft. The Phoenix pay system is another issue, but we completely agree that something needs to be done ASAP, as they say.

Digital Charter Implementation Act, 2020  Madam Speaker, since there are no other questions and comments, I believe that shows that my colleague was very clear. I will try to be clear as well. The bar is high, but I will try to meet it. Generally speaking, as my colleague said, this bill represents a step forward and addresses several of the Privacy Commissioner of Canada's requests.

Digital Charter Implementation Act, 2020  Madam Speaker, I have a question for the hon. minister. Quebec is currently giving this careful consideration. Personal information belongs to individuals and is a provincial responsibility under the Constitution. The provinces are responsible for property and civil law. Quebec is in the process of modernizing its own legislation.

Citizenship Act  Madam Speaker, I thank my colleague for her presentation and for this bill, which I will be very pleased to vote in favour of. Some time ago, Quebec adopted an excellent law to protect the French language called the Charter of the French Language. The charter ended up being gutted by the Supreme Court, which is Canada's real government and which literally put it through the wringer.

Broadcasting Act  Mr. Speaker, the bill before us, which we are currently discussing, purports to institute a degree of governance. In other words, web and video giants, including streaming services like Disney+, Amazon Prime and Netflix, would be subject to the Broadcasting Act. One might say it is about time.

Broadcasting Act  Mr. Speaker, I want to emphasize the importance of local radio. Local broadcasting is essential because local information cannot be covered in national news reports. Local radio stations are needed to cover municipal and school news. They also mean local journalists, local artists who can send in their productions, and local jobs.

Max Gros-Louis  Madam Speaker, the Huron-Wendat First Nation is in mourning after losing Max OnĂ© Onti Gros-Louis, a larger-than-life man whose life was interwoven with the history of the 20th century. Max Gros-Louis was the Grand Chief of the Huron-Wendat First Nation on and off between 1964 and 2008.

Aerospace Industry  Mr. Speaker, today we are voting for measures to help businesses, and it blows my mind that there is still nothing for those industries hardest hit by the pandemic. There is nothing in what we are about to adopt that will help the aerospace industry. There was nothing in the throne speech either.

Aerospace Industry  Mr. Speaker, that is nonsense. The aerospace industry is the largest manufacturing industry in Canada, not just in Quebec. It does not take a rocket scientist to see that the pandemic has hit airplane manufacturers particularly hard. Since so many planes have been grounded, no one is buying them.

Business of Supply  Mr. Speaker, I thank the hon. parliamentary secretary for her speech. She spoke about the need for the Canada emergency wage subsidy, which we will obviously not challenge because it is needed, and she described the situation of businesses in difficulty. In many cases, these businesses are struggling and having a hard time, as we can see from the job losses and business closures.

Business of Supply  Madam Speaker, most of Quebec is in the red zone right now. Unlike the first wave, restaurants are among the businesses that are closed. My riding is extremely agricultural and is currently in the red zone. In fact, my colleague knows it well, because he used to live there, in the charming community of Saint-Liboire.
