National Blood Donor Week Act  moved that the bill be read the third time and passed. Mr. Speaker, I am very happy to speak to Bill S-220. The bill supports the ongoing efforts of Canadian Blood Services and Héma-Quebec to recruit blood donors and volunteers to give the precious gift of life: blood. I would first like to thank my colleague, the senator for Northend Halifax for his leadership in this matter.

Criminal Code  Mr. Speaker, I rise today to speak to one of the fastest growing criminal threats to Canadians: identity theft. My constituents in Newton—North Delta and all Canadians have good reason to worry about identity theft. The cost of losing personal information can be crippling and can affect victims for years to come.

International Human Rights Day  Mr. Speaker, next Monday, on International Human Rights Day, Canada will, ironically, be deporting Laibar Singh. Mr. Singh, a refugee claimant, unfortunately had an aneurysm and became paralyzed while awaiting a decision. He needs constant care and attention. This deportation puts his health in serious jeopardy.

Royal Canadian Mounted Police  Mr. Speaker, yesterday morning we learned of another tragic taser death. This is the second death in just one short month. The British Columbia, Nova Scotia and Quebec governments are all conducting reviews. A review of RCMP taser use protocol is not enough. When will the government call a national review on the use of tasers that includes all law enforcement bodies?

Royal Canadian Mounted Police  Mr. Speaker, the answer is not satisfactory. Two people have died and another one is in critical condition after being jolted by a taser. At least 19 people have died by taser since 2003. Canadians are outraged. They want answers now. When will the government act responsibly and initiate a full national review and will the minister make all the reports public?

It is about renewal and reconnecting with our loved ones, and those who mean so much to us within our communities. These celebrations represent the way people of all faiths and all cultures come together.

Sikh Canadians  Mr. Speaker, today is a significant day for Sikhs across Canada and around the world. It is today that we remember the pogrom of November 1984: the massacre of thousands of Sikhs in New Delhi and throughout India. After 23 years the victims have not received justice. They will be remembered at 6 p.m. with one minute of silence.

Business of Supply  Mr. Speaker, I would like to commend the member for Mississauga South for his knowledge about these issues and the income trust issue and for his hard work for his constituents. He has explained the income trust issue very well. There is another issue about which I was reading today.

Business of Supply  Mr. Speaker, I will keep it short. The NDP was happy to vote down a real child care plan for the chance to have a few more seats, including the seat of the hon. member for Trinity—Spadina. The NDP lost its credibility with all the voters when it comes to child care. How can she stand here and tell the House and the Canadian people that their credibility is not lost when it comes to child care?

Resumption of Debate on Address in Reply  Mr. Speaker, I can go back in history. It was a Liberal government that brought in the old age security program for seniors in 1952. It was a Liberal government that brought in the Canada pension plan in 1966, the guaranteed income supplement in 1967 and a national health care program in 1968.

Resumption of Debate on Address in Reply  Mr. Speaker, I would like to remind you, the hon. member and the House that in fact it was the Liberals who signed the landmark agreements, whether it was on child care, the Kyoto protocol or the Kelowna accord. It was the previous Liberal government. The NDP brought that government down so that the poorest of the poor could pay more taxes, so the elderly could wait longer for health care, so that children could give up hope on Kyoto and real action on the environment, so that aboriginal people could give up hope on the promises of the Kelowna accord, and so that working families across this country could give up on child care.

Resumption of Debate on Address in Reply  Mr. Speaker, I will be splitting my time with the member for Sydney—Victoria. I am pleased to rise in the House today to speak to the Speech from the Throne. My constituents of Newton—North Delta and Canadians in general anticipated a more detailed action plan from the government, but all they got were some vague statements in the Speech from the Throne.
