Parliamentary Budget Officer  Mr. Speaker, the Parliamentary Budget Officer reports to the Chief Parliamentary Librarian, a position that the Liberal Party then supported. This is another flip-flop because it has now changed its position on that as well. I am prepared to draw that hon. member a map, so that he can find the Library of Parliament, and I will personally pay for a library card so that he can become more lucid on this matter.

Ottawa 67's  Mr. Speaker, I rise today to recognize the legendary hockey coaching career of Brian Kilrea, Ottawa native and head coach of the Ottawa 67's for 32 of the last 34 seasons. Brian's hockey accomplishments speak for themselves. He coached over 2,000 games, set a hockey record with 1,193 wins, led the 67's to three OHL titles and two Memorial Cup championships, was named coach of the year five times, even had the trophy renamed in his honour in 1996, and was inducted into the Hockey Hall of Fame in 2003.

The Economy  Mr. Speaker, is there no limit to that member's indignity? He is standing ferociously, criticizing something for which he voted in favour. He voted in favour of the $3 billion. Apparently, he did not know that happened already. Now he is standing up to criticize that very expenditure.

The Economy  Mr. Speaker, my office just confirmed moments ago that indeed the budget for this particular officer is provided by the Library of Parliament and the hon. member and his counterpart in the Senate confirmed the budget for that library. In other words, the question should be directed to the hon. member and if he would like to check his facts and do his homework, a great place to start would be in fact the Library of Parliament.

The Economy  Mr. Speaker, the Chief Librarian testified before a parliamentary committee and was asked specifically if the Parliamentary Budget Officer had a funding cut, and he answered, “There was no budget cut for the Parliamentary Budget Officer. He received the same increase as the rest of the library received”.

Canada Elections Act  Mr. Speaker, donation limits exist in Canada to protect the political interests of the broad middle class so that never again will the powerful, wealthy elite own politicians, as they did under the previous Liberal government. However, the Liberal leader is now holding a royal fundraiser where he is encouraging his members to funnel donations through his non-existent Liberal leadership campaign and bust through donation limits.

Canadian Forces  Mr. Speaker, 116 Canadian soldiers have died fighting the Taliban and al-Qaeda in one of the most dangerous places on Earth. They do it in response to the terrorist assault of 9/11 on our best friends and closest neighbours. Most Americans are thankful. However, a few mouthpieces sitting in the safety of their Fox studio are not.

Petitions  Mr. Speaker, I am presenting a petition signed by dozens of my constituents calling on the Government of Canada respectfully to recognize by means of the issuance of a new Canadian volunteer service medal to be designated the “Governor General's Volunteer Service Medal for Volunteer Services by Canadians in Regular and Reserve Military Forces”.

At some point I expect that you, or someone in your chair, will answer that question for the hon. member. We know your role is a difficult one, particularly in our system where the Speaker is at once the presiding officer of the chamber and also the member of a political party.

Points of Order  Mr. Speaker, on the same point of order, I think it is important for the integrity of your chair to be seen as applying the rules equally, right across the board. It is very important that people in this chamber conduct themselves in a way that make their constituents proud. At the same time, it is also important that members have the right to criticize the ideas of other members.

Arts and Culture  Mr. Speaker, the hon. member likes talking about taxpayer-funded propaganda. I have an example of exactly that kind of propaganda funded by the Bloc Québécois. This is from an extreme, racist paper that called Barack Obama a dog, issued threats of violence against Quebeckers and supports an extremist agenda.

Coptic Christians  Mr. Speaker, I rise today to draw attention to the persecution of Coptic Christians who populated Egypt for thousands of years. The Christian population of Egypt is estimated at between 6% and 14%, and over 90% of those Christians are members of the Coptic Church, yet only 1% of the seats in the People's Assembly are held by Christians.
