Canadian Heritage  Mr. Speaker, first the Liberal leader said he had no problem if a member of his caucus supported Newfoundland separatism. Then yesterday Liberal MPs had the chance to condemn the racist and separatist newspaper, funded by the Bloc, that threatened violence against Quebeckers, but all Liberals recemented their coalition with the separatists and voted against condemning this extremist newspaper.

Ethics  Mr. Speaker, I thank the hon. member for the question and I am pleased to report to the House that the matter is closed.

Ethics  Mr. Speaker, Standing Order 30(5) of the House provides me with the occasion to respond to questions from members across the way, so I add to my previous answer by pointing out that the matter is closed.

Securities  Mr. Speaker, first I should point out that participation in the commission would be completely voluntary. No province will be required to participate if it does not want to. The Bloc is just trying to distract from its ideology. We heard earlier today a member of the Bloc demand that we attend the Durban hatefest, the anti-Israel conference.

Education  Mr. Speaker, the Bloc likes to talk about the use of the state's financial resources. However, it used taxpayers' money to buy advertising in a newspaper that spread racist messages, made threats of violence against Quebeckers and racist comments about U.S. President Obama. The Bloc should be explaining what it does with taxpayers' money.

Points of Order  Mr. Speaker, I have documents in my hand that the House should see, because it is, unfortunately, the Parliament of Canada that has, through a Bloc decision, paid for this really disgusting material unacceptable to Canadians. I have here a paper known as Le Québécois. The editor called for violence and threatened Quebeckers, as well as the Quebec media.

Bloc Québécois  Mr. Speaker, the editor of Le Québécois made threats of violence against Quebeckers when he stated that he would applaud anyone who set fire to Quebec radio stations. The Bloc Québécois continued to fund this newspaper in spite of such remarks. This radical newspaper has accused Quebec immigrants of placing francophones in the minority in the province and of harming the sovereignist movement.

Business of Supply  Mr. Speaker, I thank the member for what I think most members of the House would agree was an excellent question. We need to crack down on corporate fraud and we need better systems to ensure that never again do these sorts of financial catastrophes happen. We think also of the thousands and thousands of investors who lost livelihoods in the Bre-X affair.

Business of Supply  Mr. Speaker, what we want is to provide choice for the provinces. They can choose to work together within a common system. Those who want to join in will be able to do so.

Business of Supply  Mr. Speaker, I want to stress the fact that all provinces have a choice. If a province wants to join the common system, it can do so. If it does not want to join in, it does not have to. It has a choice. On this side of the House, we respect the will of all provinces.

Business of Supply  Mr. Speaker, I was somewhat surprised when I read the motion moved by the hon. member for Saint-Maurice—Champlain, the motion currently before the House. There are two parts to the motion. The first has to do with the national securities commission, which would be voluntary, and second, the motion attacks the increases to equalization that the federal government pays Quebec.

Ethics  Mr. Speaker, we need not provide that evidence because it was already provided in court. It was proven that the tape was doctored, but happily the issue has been resolved now. There has been a settlement and we are very pleased with that settlement.

Anti-Semitism  Mr. Speaker, our Conservative government condemns the latest anti-Semitic outburst at York University. This week, chants of “Zionism is racism” were heard, and one person was called a “dirty Jew”. Sadly, incidents like these have become far too prevalent on college and university campuses across Canada.

Ethics  Mr. Speaker, it is clear, in fact, that the tape was tampered. The matter is now settled and both parties are pleased with that settlement.
