Copyright Modernization Act  Mr. Speaker, that question points out to me how the government has missed the point here. It is not that we are against modernization. It is not that we are against helping companies protect their interests or their intellectual property. What we are against is how far this legislation would go, and it is too far.

Copyright Modernization Act  Mr. Speaker, I am pleased to rise today to speak to Bill C-11, the copyright modernization act. As my colleague said earlier, we believe that changes to the Copyright Act are long overdue and we need to bring Canada up to current standards in the tech industries and to meet industrial standards in other countries.

Copyright Modernization Act  Mr. Speaker, I listened with great interest to the member's speech and I too am appalled with this bill. As an educator and a textbook author, the reason I write textbooks is not to make money but to provide students with information and material that they can take with them not only during the course but afterward.

The Environment  Mr. Speaker, in a speech delivered to the Canadian Energy Pipeline Association, the Minister of Natural Resources stated: The new Enbridge Northern Gateway project and expansion of Kinder Morgan's Trans Mountain system are currently under review by the joint panel. Joint panel reviews combine a full National Energy Board oral hearing with the stringent Canadian Environmental Assessment Agency review panel.

Natural Resources  Mr. Speaker, the failure on Keystone shows how this out-of-touch government is mishandling our key trading partnerships. The Americans understand that protecting the economy and the environment go hand in hand, yet our government has stuck its head in the oil sands, exporting unrefined bitumen and killing thousands of Canadian jobs.

Natural Resources  Mr. Speaker, as the opposition leader, the Prime Minister appeared on Fox News and criticized the Canadian government for refusing to go to Iraq. Conservatives know what our MPs are doing in Washington. What the Conservatives failed to do was stand up for Canadian jobs and the environment.

Natural Resources  Mr. Speaker, Keystone XL will send thousands of Canadian jobs across the U.S. border and substantially increase oil sands emissions. It will lock us into the export of bitumen for decades. Yet, the government only listens to its oil lobbyist friends. President Obama decided this pipeline needs more public input and study.

It is filled with petty or small measures, some targeted at scoring points against the opposition. It contains no answers for Canadians. These are not just numbers on a sheet. These are real people who are facing uncertain times.

Keeping Canada's Economy and Jobs Growing Act  Madam Speaker, I was talking about refineries. The vision of the NDP is for a green and sustainable future, which is where we need to be. It seems like the government has missed the boat on that. It has abandoned these types of investments. For example, China and the U.S. are leading the way on solar and wind power investments.

They find areas of the country where private sector businesses are already thriving, whether it is with regard to sustainable resources or other types of industries, and then they help those industries grow.

Keeping Canada's Economy and Jobs Growing Act  Madam Speaker, I rise today to speak to Bill C-13, the second budget implementation act for the budget 2011. While I agree that some of the topics covered in Bill C-13 are also subjects that we on this side of the House feel are important, I feel that this bill misses the mark widely and would not deliver what Canadians need, and I think my colleagues would agree.

Natural Resources  Mr. Speaker, Kinder Morgan is set to double the capacity of the Trans Mountain pipeline that runs from Edmonton to Burnaby. Residents and local municipalities are concerned about what this project could mean for the local environment, especially in the wake of the 2007 oil spill that forced the evacuation of hundreds of Burnaby residents and leaked oil into Burrard Inlet.

Business of Supply  Madam Speaker, it is similar to losing any business. I think that many families on the Prairies are going to be devastated by the bill and the rather rash action by the government. All the time we hear the Conservatives talk about a strong and stable majority government. I do not understand why the Conservatives are afraid of abiding by the act and having a plebiscite.

Business of Supply  Madam Speaker, 32,000 farmers participated in an ad hoc plebiscite which the Canadian Wheat Board hosted. Almost 23,000 voted to keep the Canadian Wheat Board. This shows at the very least that the government should respect the Canadian Wheat Board Act and hold a plebiscite. Today one of the member's colleagues supported that notion and I would hope he would too.

Business of Supply  Madam Speaker, I thank my colleague for her kind words. We have heard there are 70,000 western farmers currently, but I wonder how many there will be in five years. I wonder if in five years the Conservatives will say that this was a mistake. When the number of farms goes from 70,000 to 60,000 to 50,000 down to 20,000 or 10,000 and they are giant agribusiness companies which are owned outside Canada, I wonder if the Conservatives will say that this was a mistake.
