Justice  I would like further clarification, Mr. Speaker. In order to give the French version of the Constitution of 1867 the same legal weight as its English version, section 55 of the Constitution Act, 1982 provides that a French version of the Constitution of 1867 be passed as expeditiously as possible.

Humboldt Broncos Bus Crash  Mr. Speaker, thank you for allowing me to speak in response to the statement by the Minister of Public Safety and Emergency Preparedness. On behalf of the Bloc Québécois; the Baie-Comeau Drakkar, of the Quebec Major Junior Hockey League, whose jersey I am wearing today; the city of Baie-Comeau and its mayor, Yves Montigny; and myself, as member of Parliament for Manicouagan, I would like to offer our support as well as our deepest sympathies to the families affected by the Humboldt Broncos tragedy, and to all the communities in mourning.

Tsilhqot'in Chiefs  Mr. Speaker, I am very pleased to have this opportunity to respond to the Prime Minister's statement because today is a great day for the Tsilhqot'in Nation, whose war chiefs are being exonerated by the federal government over 150 years after the events we talked about earlier.

Presence in Gallery  Mr. Speaker, I believe that if you seek it, you will find unanimous consent for the following motion: That this House recognize that when the Prime Minister was in Quebec City on January 18, 2018, he stated that negotiations with the Davie shipyard would begin on January 19 for the contract for four icebreakers; that this House recognize that on March 12, 2018, the Association des fournisseurs du chantier Davie asked the Prime Minister to commit to finally reaching a deal for the four icebreakers; that this House recognize that no announcements have been made to this effect to date and that hundreds of jobs at the shipyard and with its suppliers are at risk; that this House call on the Government of Canada to grant the Davie shipyard the contract for four icebreakers no later than March 31, 2018.

Public Services and Procurement  Mr. Speaker, two months ago, the Prime Minister was acting like the Davie shipyard's saviour, promising contracts would be forthcoming. The government has yet to sign a single contract with Davie, even after direct appeals by representatives of the service providers' association.

Employment Insurance  Mr. Speaker, right now, Quebec's seasonal workers are in the midst of the annual employment insurance spring gap. Every year, the government stands idly by watching them fall into that gap. In eastern Quebec, however, a coalition of elected representatives, unemployed workers' associations, unions, and businesses has taken shape.

The future lies in constructive nation-to-nation partnerships that respect each side's legitimate interests.

Sexual Harassment  Mr. Speaker, this being the first member's statement of 2018, I would like to take the opportunity to commend all survivors of sexual harassment and assault, including those who have spoken out about it, for their courage. Such behaviour, such crimes, have no place in Parliament or anywhere else.

Public Services and Procurement  Mr. Speaker, as we all know, today is the last sitting day of parliament before the holidays, but more importantly it is the last sitting day before hundreds of workers loose their job at the Davie shipyard. The Prime Minister cannot go on holiday when hundreds of workers are about to spend Christmas without a job.

Anishinabek Nation Education Agreement Act  Mr. Speaker, as I mentioned earlier, the Bloc Québécois is proud to support Bill C-61. Continuing in the same vein, and my colleague opposite pointed this out, it is important for the international community that the rights of first nations be recognized. I also believe that they must take control of their education.

Anishinabek Nation Education Agreement Act  Mr. Speaker, I am pleased to rise on behalf of the Bloc québécois to speak to Bill C-61 because we strongly encourage these types of initiatives. With Bill C-61 we will be able to help implement the agreement enabling the Anishinabek Nation to create and oversee its own education system by partnering with the federal government and the Ontario government.
