Government Business No. 10—Broadcasting Act  Madam Speaker, I would like to thank my colleague from Richmond—Arthabaska. I know that he has been very emotionally involved in the issue of freedom of expression on the Standing Committee on Canadian Heritage in recent weeks. After clause 4.1 was removed on that fateful Friday in late April, we were interrupted by the Conservatives, who saw a potential violation of freedom of expression, the important principle that all of us here respect and cherish.

Broadcasting Act  Mr. Speaker, yesterday the House voted on a truly extraordinary measure, one to impose time allocation on a committee. The Conservative Party has been obstructing the Standing Committee on Canadian Heritage for weeks on Bill C-10. The Conservative Party is no longer alone, as the NDP has joined in on that obstruction.

Criminal Code  Madam Speaker, I wish to intervene because we often talk about how much we value the work of our interpreters. If my colleague could speak a little slower, it would give the interpreters a chance to do their job more easily and perhaps a little more accurately. That would make it easier for us to follow our colleague's speech.

Canadian Heritage  Mr. Speaker, 30 years have passed since the Broadcasting Act was last updated. That was before social media. Back in 1991, a “web giant” meant a massive spider in a horror movie. The Internet was slow as molasses, and people were more likely to have pagers than cell phones. Thirty years ago, the Conservative Party still had the word “progressive” in its name.

Canadian Heritage  Mr. Speaker, the member for Lethbridge told an Alberta newspaper that Quebec artists support Bill C-10 because they are outdated and rely on government grants as they are not able to make a living off of the art they are producing. She added that Canadians do not want the songs, films and material these artists produce.

This is not the case with my Liberal colleagues. In fact, we have to wonder if they have read the text. We are debating things today that are of great concern.

Business of Supply  Mr. Speaker, I thank my colleague from Sherwood Park—Fort Saskatchewan for his speech. The Liberal government often expresses reservations or seems reluctant to step on the toes of anyone it considers to be a giant. That is what we saw when we asked the government to regulate the web giants.

Business of Supply  Madam Speaker, I must admit that I had to pay very close attention to the parliamentary secretary's speech to ensure that she understood what today's motion is about, since her comments seemed to be all over the place. I find it hard to understand this cavalier attitude towards the lack of transparency shown by the Public Health Agency of Canada, which is actually a very serious issue.

Criminal Code  Madam Speaker, I thank my colleague from Kingston and the Islands for his speech. We are hearing a lot of opinions in this very sensitive debate. What concerns me is that we are still having this discussion, even after all the progress made in recent decades. I know that the hon. member represents a party that claims to be progressive.

Canadian Heritage  Mr. Speaker, he said it is a top priority. We will keep that in mind. Not long ago on Tout le monde en parle, the Minister of Canadian Heritage seemed open to working with the Bloc Québécois leader to expedite passage of Bill C-10, but it has been radio silence since then. The Liberals are refusing to discuss this issue with the Conservatives, and the cultural industry is paying a heavy price for their ideological unwillingness to communicate.

Canadian Heritage  Mr. Speaker, the cultural community and the media have been waiting for decades for Ottawa to reform the CRTC and compel web giants to co-operate. Quebec culture has waited long enough. Bill C-10 must be passed before the end of the session, here and in the Senate. The leader of the Bloc Québécois offered the government its highest possible level of co-operation.

Canadian Heritage  Mr. Speaker, those fine intentions are music to our ears. However, it seems that the Liberals do not understand the important role they have to play in advancing this work. They are the ones who decide which bills to prioritize on the calendar. They are also the ones who delayed the appearance of two ministers in committee.
