Impact Assessment Act  What I am worried about, though, is the commitment of his government. I acknowledge that the Liberals did vote in favour of Bill C-262 last week, and I commend them for doing that. Now we have an opportunity before us to put that vote into action with Bill C-69. The member will know that the member for Edmonton Strathcona has several report stage amendments on the bill.

National Security Act, 2017  What we have seen over the last couple of weeks is the government's use of time allocation and using the bare minimum, allocating five hours for debate on this legislation, on Bill C-69, which was done just before this, on Bill C-75, and on Bill C-76. The list goes on. I have a simple question for the Minister of Public Safety. Given his party's record when it was the third party in the 41st Parliament, does he not feel the slightest bit of shame and contrition over the complete reversal of his position, now that he occupies that side of the House?

Impact Assessment Act  I again ask the Minister of Environment, given that the Liberals rejected every single amendment by the member for Edmonton Strathcona at committee to make sure that Bill C-69 would be in harmony with UNDRIP, will she revisit her position and at least be consistent with her vote last week and accept the member for Edmonton Strathcona's amendments to Bill C-69?

Impact Assessment Act  Speaker, I want to ask my Conservative colleague a question specifically in the context of the vote we had last week on Bill C-262. I know that the Conservatives did not vote for it, but the important fact is that the Liberals did. My colleague, the member for Edmonton Strathcona, moved a series of amendments at report stage that seek to bring Bill C-69 in harmony with what the Liberals supported last week on Bill C-262.

Criminal Code  Speaker, one gets the sense that someone in the government House leader's office looked at the parliamentary calendar and suddenly started panicking when they saw how much time they had left. That aside, Bill C-75 is like a giant amoeba: it has swallowed three previous justice bills, one of which had swallowed another bill. We now have four previous justice bills in Bill C-75. The Minister of Justice came to power with a very strong mandate to reform our criminal justice system.

Elections Modernization Act  Mr. Speaker, it gives me great pleasure to rise today on the debate on Bill C-76. I know we have had a lot of conversations in this House of Commons about the Liberals and their plans for debating this bill or the ideas behind the bill. As this House knows, Bill C-33 was languishing at first reading for 18 months.

Impact Assessment Act  Speaker, the member for Pontiac mentioned that the committee had agreed to make an amendment to Bill C-69 with regards to the United Nations Declaration on the Rights of Indigenous People. It amended the preamble, but that preamble is non-binding, so it was a meaningless gesture by the government.

Impact Assessment Act  Mr. Speaker, one of the gaps in Bill C-69 is that it only requires a consideration of indigenous knowledge in going ahead with these assessments. The member for Edmonton Strathcona has moved some report stage amendments, specifically Motions Nos. 4, 7, 9, 10, 12, and 13, which seek to bring this bill in harmony with the United Nations Declaration on the Rights of Indigenous Peoples.

Questions Passed as Orders for Returns  With respect to the Victoria Flying Club, and complaints registered with Transport Canada by constituents in the riding of Cowichan-Malahat-Langford, concerning frequent and low-flying aircraft: (a) how many complaints have been received by Transport Canada since October 19, 2017; (b) how many photos, aircraft registration numbers and witnesses have been provided to Transport Canada to corroborate information supplied by the public in relation to public complaints; (c) what information has been provided to the constituents by Transport Canada; and (d) what steps is Transport Canada taking to address complaints registered by the constituents concerning frequent and low-flying aircraft?

Elections Modernization Act  Mr. Speaker, I share my colleague's concerns about the way Bill C-76 has been introduced, particularly at this moment in the parliamentary calendar. We also had Bill C-33 languish at first reading for 18 months. For a government that is all about electoral reform and attaches such importance to it, I would have thought that we would not be debating such an important bill on the back nine of the golf course.

Federal Sustainable Development Act  Madam Speaker, with respect to Bill C-57 and the provisions in it that require various federal departments to come up with their sustainable development plans and so forth and the fact that the Liberal government has now purchased the Kinder Morgan pipeline, I tried to get an answer to this from the Minister of Environment earlier.
