Criminal Code  Mr. Speaker, it is an honour to speak to Bill C-275, and acknowledge the wonderful hard work that we have seen from the members for Abbotsford and for Cariboo—Prince George. Every driver's worst fear is to accidentally hit a child who runs between parked cars and chases a ball out into the road or on a dark rainy night hitting someone who darts across the road instead of crossing at a crosswalk.

Supply  All I receive, even now, is heckling on compassionate care. Not once in the House have NDP members supported our call for the government to permit family members to take care of a dying loved one. Not once.

Supply  Mr. Speaker, I looked through the motions with which the House dealt. There was a Conservative motion that there be no clawbacks, that the Atlantic provinces, Newfoundland and Labrador, receive those. It was the government that voted against it. I do not believe the government really wants Newfoundland and Labrador to get those funds.

Supply  Mr. Speaker, I will be splitting my time with the member for Haliburton—Kawartha Lakes—Brock. I would like to congratulate you, Mr. Speaker, on your very successful marathon race and we are very proud of your efforts. This is a very interesting motion that we have before us today brought to us by the NDP to provide EI benefits to Canadians in regions that have unemployment rates at 10% or more.

Petitions  Mr. Speaker, I rise to present a petition from my riding of Langley in British Columbia. The petition states that the rate of children being diagnosed with autism is high and is increasing at an alarming rate. Currently one in 195 children has autism. The petitioners call upon Parliament to amend the Canada Health Act to include autism treatment as a medically necessary treatment.

Criminal Code  Mr. Speaker, it is very enlightening to hear from the Liberals, the Bloc and the NDP and their position on this because this is a question that I have asked the justice minister every time he has visited the justice committee. I do not seem to get a straight answer. I have asked the justice minister during question period and have not had a straight answer.

Petitions  Mr. Speaker, I rise to present a petition from the wonderful residents of my riding of Langley, British Columbia. The petition deals with marriage. It says that marriage is the best foundation for families and for the raising of children and that the institution of marriage as being between a man and a woman is being challenged.

Justice  Mr. Speaker, the justice minister continues to leave our children at risk. He knows that experts are recommending that the age of sexual consent be raised from 14 to 16. He knows that international pedophiles are coming to Canada because we are one of the few countries that have an age of consent of 14.

Treaties Act  Madam Speaker, some would suggest what we are hearing is hot air and I do not want to go there. We need an absolute commitment from the government that it will deal with the problem. I will make it easy for the parliamentary secretary. I will give one example. Raw sewage has been dumped into our ocean in Victoria.

Criminal Code  Madam Speaker, when people steal cars, they do not look at the value of the car. They do not steal a car because they think it is nice and it has shiny wheels. They look through neighbourhoods or shopping centres for cars that are easy to steal. They do not look at the value of the vehicle.

Criminal Code  Madam Speaker, I believe deterrents work. My son had his car broken into. The person was caught, but there was no consequence other than for him to keep the peace. The person got probation, which is a typical sentencing. However, my son had to pay $100 deductible. He was in his twenties at the time and did not have a lot of money.
