Sponsorship Program  Mr. Speaker, the government has punished whistleblower Allan Cutler more severely for exposing the ad scam than it has punished Liberals for perpetrating the ad scam. As such, Mr. Cutler should not have to beg for restoration. He should not have to ask for what is rightly his. The government should go to Mr.

Sponsorship Program  He said no, Mr. Speaker. He refused to sign the dirty contracts, he alerted authorities to the Liberal ad scam and for him wilful blindness was just not good enough. Allan Cutler spoke out and exposed the breadth of Liberal theft and Liberal fraud. For that, the Liberal government sought a pound of flesh from him.

Sponsorship Program  Mr. Speaker, in the U.S., Enron executives got hard jail time for relatively minor crimes compared to this vast Liberal criminal conspiracy. Yet no one here been sent to jail, nearly two years after the Auditor General's report. Why is there one justice system for average Canadians, and another for Liberal criminals?

Cigarette Taxes  Mr. Speaker, while the governments are trying to reduce the number of smokers, the Kahnawake plants are flooding the black market with cigarettes and are thereby encouraging consumption. Why did this government issue 13 cigarette manufacturing permits to companies that do not obey the law?

Cigarette Taxes  Mr. Speaker, the federal and provincial governments voted to tax cigarettes in order to discourage consumption of this poison. Because of the illegal trafficking out of Kahnawake, Quebec is losing over $200 million a year. When will this government do something to ensure its own laws are enforced?

Petitions  Mr. Speaker, it really is an honour to rise today in the House of Commons to introduce a petition on behalf of my constituents. The petitioners call upon the government to turn over the land on which the Queensway Carleton Hospital sits to the hospital for the rental price of $1.

Queensway Carleton Hospital  Mr. Speaker, the Queensway Carleton Hospital sits on NCC land and the Liberals are charging it rent. Worse yet, the Prime Minister is planning a multimillion dollar rent hike. There is good news, though, this week. Ontario Liberal health minister, George Smitherman, signed our petition to oppose the Prime Minister's rent hike.

Petitions  Mr. Speaker, it is an honour to rise today to introduce a petition from my constituents who wish to see the Queensway Carleton Hospital protected from a major Liberal rent increase. The Queensway Carleton Hospital is the only hospital that is forced to pay rent to the federal government for the land it sits on.

Government Contracts  Mr. Speaker, Frank Brazeau, the secretary of a local Liberal association and a public servant, used his influence to secure $1 million in contracts for the Liberal member of Parliament for Pontiac. The KPMG auditing firm has found irregularities in contracts totalling $15 million also given by Mr.

Government Contracts  Mr. Speaker, this is more stonewalling. A Liberal riding secretary used his influence to direct almost $1 million in contracts to a Liberal member of Parliament. Both men are close friends and ardent loyalists of the current Prime Minister and both have been lavishly rewarded for it.

Queensway Carleton Hospital  Mr. Speaker, I would remind the House that this is a very unique situation. The Queensway Carleton Hospital is the only hospital that pays rent to the federal government. As such, it is impossible to create any kind of a precedent that could be repeated. Why? It is because there is no other similar situation in the entire country.

Queensway Carleton Hospital  Mr. Speaker, we must be striking a nerve here. We might be getting a little too close to the truth. There is a second Ottawa as well. The Liberals do not want to hear about it, but there is a second Ottawa. It is where people work hard, play by the rules, pay their taxes and stand up for their community.

Queensway Carleton Hospital  Mr. Speaker, they seem very nervous at hearing the truth. These are the words of Jeff Polowin, the former chair of the hospital. He said that the Liberal rent increase as scheduled at the end of the current lease could cost as many as 40 nurses. But it is worse than that. It could prevent the construction of the new cancer care centre.

Queensway Carleton Hospital  Mr. Speaker, in conclusion, we have a classic case of the people versus the powerful, a group of community members who are rising up to support a local community hospital versus an unholy alliance between the separatist Bloc and the governing Liberals. The New Democrats are supporting us and I thank them for doing so.

Queensway Carleton Hospital  Mr. Speaker, there is that Ottawa that seeks to use rules to obstruct honest debate. There is the Ottawa that helps Liberal cronies and Liberal friends. It is that Ottawa for which the Liberal member for Ottawa West--Nepean speaks. It is that Ottawa for which the member for Ottawa--OrlĂ©ans speaks.
