National Local Food Day Act  Madam Speaker, it gives me great pleasure to rise today in the debate on Bill C-281, introduced by my colleague, the member for Kootenay—Columbia. I would like to thank him for bringing forward this bill, because it gives all of us in this chamber, no matter what our political affiliation is, an opportunity to talk about the great things that are going on in our ridings.

Impact Assessment Act  Speaker, I agree with my Liberal colleague across the way that we need to put a price on pollution. That is why, when we were debating Bill C-74, we were very much in support of separating the new carbon tax act out of that bill so it could be properly studied at its own committee. That way, the government could have done the House a service in bringing forward the appropriate witnesses who could have laid clearly on the table the evidence that this approach works.

National Security Act, 2017  Mr. Speaker, I have just been checking the legislative record for Bill C-59. This bill was reported back to the House on May 3. When it came up for its first bit of debate at report stage on May 28, I think we had a couple of hours of debate. However, the only person who was able to engage in debate at report stage was the minister.

Export and Import Permits Act  I get a sense that the House leader's office has looked at the calendar and said, “My goodness, the due date is coming, we have to rush and make up for all of the inaction over the rest of the parliamentary year.” That aside, we are debating time allocation on Bill C-47 and I want the minister to tell me why he is rushing through such a flawed bill, and why the bill does not have any provisions within it to track the exports of Canadian arms to the United States.

Federal Sustainable Development Act  Madam Speaker, Bill C-57 would amend the way in which designated federal entities develop their own sustainable development strategies. The minister's government is now the proud owner of the Kinder Morgan pipeline.

Agriculture committee  Is our current suite of programs adequate? Did we meet the demand for the crisis that just occurred? I know that Bill C-49 has just passed, but I just want to ensure that we're actually there for our producers. We've heard a lot of very gut-wrenching testimony, that they were in a pretty bad spot.

Elections Modernization Act  The Liberals before 2015 and the Liberals now are just completely different stories. I am sick of the Liberals blaming the opposition for their delays, when they let Bill C-33 languish at first reading for 18 months. They dumped this bill in the House of Commons on April 30 and then expect us to wear the blame for their delays. Will the minister please explain to the House why she delayed this, when the Liberals control the procedure and House affairs committee and have a clear majority in the House.

Elections Modernization Act  That is one of the main concerns we have been raising. The government has been aware of these problems for so long. It let Bill C-33 languish for 18 months after first reading. It is no secret that Elections Canada has consistently told the House and the government that the changes need to be implemented by a certain time to be ready for 2019.

Elections Modernization Act  We know from the previous acting Chief Electoral Officer that Elections Canada really wanted to have these changes implemented by April 2018, and here we are, having had this bill introduced on April 30. Furthermore, the government let Bill C-33 languish at first reading for 18 months. Given that Elections Canada needed this time to have the legislation implemented, and the bill still needs to travel through the House of Commons and the other place and receive royal assent, I would like to ask the member why his government waited so long to introduce this bill.

Elections Modernization Act  The bill received first reading on April 30 of this year, and the acting Chief Electoral Officer said that April was the month in which the changes actually needed to be implemented in order for them to be ready for the 2019 election. Furthermore, Bill C-33 has been languishing at first reading for 18 whole months, so I will take no accusations of delay on this side of the House. My question to the hon. parliamentary secretary is this.

The Environment  During the minister's response to my question, he acknowledged that the government is proceeding with Bill C-68. We support that legislation, and we are glad to see that some of those changes from the 2012 amendments to the Fisheries Act are being repealed. However, one of the criticisms we had of Bill C-68 during second reading, before we sent it to committee for further study, was that in the definition of fish habitat, there was not any explicit legal protection for environmental flows, which really means the amount and type of water that is needed for fish and aquatic ecosystems to flourish.

Justice committee  I appreciate hearing your insights on this, especially given the level of expertise and direct access to the justice system you experience. You said in your opening remarks that, “Bill C-375, if passed, should consider legislation that would assist in facilitating the sharing of information between Corrections and the health care systems.” Can you just expand a little bit on that?

Justice committee  In the way Bill C-375 is written, by adding proposed paragraph 721(3)(a.1), it not only lists a mental disorder from which the offender suffers, but as well mental health care programs that are available to them.
