Jani Barré  Mr. Speaker, today I would like to pay tribute to a woman from Saint-Hyacinthe who is a true hometown hero. Jani Barré has brittle bone disease, which means she runs the risk of breaking a bone every time she moves. Nevertheless, last month, she completed her fifth marathon in four hours and 47 minutes in Miami.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, honestly, that would be great, and we are working hard to make that happen. That is of course an area we will be investing energy in. The problem is that we could invest our energy in so many other things if we were truly free to make our own decisions. We would not get bogged down in convoluted squabbles with the rest of the country, whose interests are sometimes diametrically opposed to ours.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, as you can see, I learned my lesson. As for what may have happened at the bargaining table, we are well aware that the United States wanted to eliminate the entire system. That goes without saying. However, since the government had made a direct promise not to touch the agriculture industry, this sector should not have been touched.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I talked about the cultural exemption in my speech. We are pleased that it is being reaffirmed. I would remind hon. members that Quebec fought hard for this UNESCO recognition. There are some things that cannot be treated entirely as commodities. Our culture is undeniably very rich and recognized around the world.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, transparency is essential. Sadly, it has always been lacking in this type of agreement. It is imperative that we find a way to come up with institutional mechanisms. The committees are one. We will do our job and I invite the other opposition parties to do theirs.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, the hon. member was at committee when this gain was acknowledged. Although the commitment to provide us with all the data had already been discussed, this new measure goes beyond that commitment. We will have a lot of work to do in committee. If dumping were ever to occur, we now have a clear commitment that the government will raise the issue again and give aluminum the same status as steel.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I am pleased to rise on behalf of the Bloc Québécois to speak to the Canada-United States-Mexico agreement. The Standing Committee on International Trade has put a lot of time into analyzing the agreement. My colleagues who sit on that committee with me can confirm that we have worked late on many occasions.

International Trade  Mr. Speaker, the Bloc Québécois has spoken a great deal about its concerns with respect to the failure to protect Quebec's aluminum in CUSMA. Naturally, jobs and economic impacts were mentioned, but we are also concerned because, in light of climate change, the whole world should be using Quebec aluminum.

International Trade  Mr. Speaker, the lack of protection for Quebec aluminum in CUSMA is putting the brakes on six investment projects in Quebec at a time when the industry is on the verge of producing the first carbon neutral aluminum in the world. It is a complete revolution. This lack of protection is benefiting China, which uses coal to produce 90% of its aluminum and produces eight times more greenhouse gas emissions than Quebec's aluminum industry.

International Trade  Mr. Speaker, free trade agreements have a tremendous impact on Quebec. Before ratifying the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the Standing Committee on International Trade heard from no less than 400 experts. For CUSMA, the number of experts who came to testify is zero.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, I thank my colleague for the question. Indeed, we have always said that we are open to good ideas, and I thank the member for pointing that out. In fact, the hon. member for Chicoutimi—Le Fjord is already working closely on this issue with my colleagues from neighbouring ridings.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, with respect to aluminum, our party has submitted a proposal to the government. Discussions and negotiations are under way, but we cannot talk about them yet. Let's see what happens next, and we can discuss it in due course in the House or elsewhere. As for supply management, we have clearly stated that we hope to table a bill during this parliamentary session that would prohibit any further breaches in supply management.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, I have a lot to say, but I just have a minute. He explained the difference to his eight-year-old daughter, but to be fair, my colleague comes from a politically active family. She already had it in her to understand. Of course, in politics, everything comes down to the balance of power.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, aluminum workers have expressed their fears. The best way to discuss what is right for them is to ask them directly. A full delegation from Saguenay—Lac-Saint-Jean actually came here yesterday to make their voices heard. It was made up of local elected officials, union leaders and representatives from the economic sector, and its message was not that this agreement would be good for aluminum workers.
