Supply  Speaker, I am pleased to participate in the debate today on the opposition motion on the topic of supply management. Canada's supply management system matches production to Canadian demand and allows farmers to receive a fair price from the marketplace without relying on taxpayer dollars. Supply management eliminates major fluctuations in prices at the farm processing or distribution level and ensures an efficient and secure food supply that respects Canadian safety and health standards.

In addition, there are the joint plans and the cooperatives. All of this serves to protect farmers’ income.

All the people we met with were most definite about it. There was no question of touching a single strand of the supply management system.

Agriculture  Farmers have a right to be nervous when representatives appear before international boards, the WTO and others in order to move this issue forward. Not only does the government have to defend the interests of supply management, but it has to get the industry minister to also say very clearly that he supports supply management. The government also has to deal with the agribusinesses and get corporate control of the domestic supply of stores and everything else in this country so that our farmers can deliver their products locally and get a fair price.

We look forward to continuing that work, as well as the details on the top tier that the minister announced a while ago. The other two pillars that we have in the Canadian farm bill are a public goods and services pillar and a strategic growth pillar.

Agriculture committee  Providing producers with these tools will not only provide a healthier primary sector, but should ultimately lead the agrifood sector to shift away from the volatility of the commodity market into high-quality value-added products. Supply management is a business risk management tool and it should never be overlooked. It should be fully included. The principle of developing an agricultural policy oriented toward feeding your people first has merit as it forces the agricultural sector, from producer to the manufacturer of finished products, to reconsider its priorities and may, in time, shift the agrifood sector into more lucrative niche markets.

Further to that, we also passed a resolution that forms our party's guiding principles when dealing with agricultural issues, forms the foundation for how we deal with agriculture in the future.
