Petitions  Mr. Speaker, you may notice that there are citizens from across this country expressing the same concern through petitions, and that concern is regarding the situation with the Uighurs in China. The petitioners are calling on the government to deem it a genocide and to look at implementing Magnitsky sanctions on those responsible for this heinous crime.

Standing Orders and Procedure  Mr. Speaker, I have listened to these debates in the past and wonderful ideas and comments have come up that would help move us forward in a good way. Unfortunately, I have not seen us look seriously at adopting many of them. I want to look at some of the comments on virtual voting.

Economic Statement Implementation Act, 2020  Madam Speaker, it has been interesting to compare the transparency of the government with other governments around the world. For example, in many countries we can look at the vaccines, know what the contracts are and what was purchased. In Canada, it is completely non-transparent.

It is a state-owned enterprise, and I think it is important to note that previous to the pandemic, when a number of those facilities on the island were found to be providing inadequate care, the health authority actually had to take them over.

Economic Statement Implementation Act, 2020  Madam Speaker, this is a wider issue than just the pandemic and what has happened with the pandemic. We know that when Greyhound stopped its service, the government at the time said that it was going to give it a couple of years and that it would help with routes where Greyhound was going to be challenged.

Economic Statement Implementation Act, 2020  Madam Speaker, this is a very important debate that we are having today. The most critical things facing this country right now are the fiscal economic situation and, of course, the vaccine situation. I have the privilege and honour of speaking to the vaccine issue this evening, which is where I am going focus most of my remarks in terms of the fiscal economic update.

Small Business  Mr. Speaker, in the last few weeks I have met with a number of new small businesses that had the misfortune to open just prior to the pandemic. They include Ohana Deli Market in Sun Peaks. In every case, the owner put their heart, soul and, in some cases, their life savings into their dreams.

Indigenous Affairs  Madam Speaker, on December 8, 2015, the government launched an inquiry into missing and murdered indigenous women and girls. Fast forward five years and it still has yet to deliver its promised action plan. The government, at best, has instituted a lack of action plan that can be seen in the most recent updated economic statement, which was really just a patchwork of spending that should have been targeted.

Indigenous Affairs  Madam Speaker, the Conservatives have always put a priority on an action plan for murdered and missing indigenous women and girls. However, this government has a history of not delivering on its promises. Last week, it was about not delivering on clean drinking water. This week, it is about failing to address violence against indigenous women and girls.

Criminal Code  Madam Speaker, that was a very profound statement by the minister. I did talk a bit about the process in the Senate, but we needed to get it right in the House. We had proposed many amendments. We know the disability community is very concerned, and they have raised some very powerful specifics.

Criminal Code  Madam Speaker, palliative care throughout the country is a real gap, and it is an important part of our health care system. That was always to be part of how we move forward. Medical assistance in dying was to be part of a larger piece and was to be part of a comprehensive look at what was available in palliative care.

Criminal Code  Madam Speaker, obviously the courts and their decisions are very important, but I also believe every single one the 338 parliamentarians thoughtfully engaged their constituents and spent a lot of time reflecting on what is a really significant piece of legislation. A mechanism needs to be built in that lets us take a very cautious step, review it and then make sure things are okay.

Criminal Code  Madam Speaker, I am pleased to have the opportunity to debate Bill C-7 at report stage. This is my first opportunity to speak to this really important piece of legislation. The government has a deadline and of course is trying to rush this process through, but we have to remember that the Liberals prorogued Parliament for six weeks.

That money could have been well used by the provinces in preparing for the second wave, training their staff, infection control measures, capital improvements and—

Business of Supply  Madam Speaker, our party has always believed in sustainable long-term funding to the provinces and not interfering in provincial jurisdiction. Whether with respect to the needs of Quebec versus Prince Edward Island, Newfoundland or British Columbia, we believe the provinces, both constitutionally and in practice, are best set to deliver health care.
