Carbon Pricing  What I told this House is that the Liberals have done detailed studies. They know what the cost of the carbon tax is going to be. However, when we asked for it, when we put in the ATIP, instead of telling this House and Canadians what it was going to cost, the Liberals blacked it out. This is all I am asking.

Carbon Pricing  The motion is there to say to the Liberals that they know the cost of this to Canadians, and it is asking that the finance committee actually do a study on this new carbon tax that they are putting in, the biggest tax on Canadians probably in Canadian history, and look at ways of making it transparent. That is simply what I am asking them to do. It is about transparency.

House debate  We have the highest electrical rates in North America for industry. We have the government putting in a carbon tax, and not only at the provincial level. If it is not big enough, it is going to make it even bigger. The new administration in the United States is actually working on lowering taxes and lowering red tape, and in Canada, the government is doing everything to raise taxes and raise red tape.

Business of Supply  “Increases in business taxes, regulatory demands, and energy costs...are making it more difficult and costly to do business in Canada”. There is a new carbon tax and more payroll taxes to come. Canada went from the seventh most favourable manufacturing environment to the 10th. This is what is going to really kill us, while America is moving from third to first.

Business of Supply  What are we seeing on this side of the table? We are seeing a Liberal government that is raising taxes. There is a new carbon tax and taxes on business. We are talking about the highest electrical rates in North America in Ontario and adding a carbon tax to it, the CPP changes, EI, and the cancellation of the reduction for businesses.

The Budget  Budget 2017 actually does more to hurt Oshawa businesses and families than it does to help. We now have a new carbon tax, increased payroll taxes, and the highest electrical rates in all of North America, while the Americans are lowering taxes and lowering the costs of doing business. Budget 2017 nickels and dimes Oshawa businesses and families, and makes life under the Liberals more expensive.

Budget Implementation Act, 2016, No. 2  Based on numbers from the British Columbia and Alberta governments, the Liberal carbon tax will add 11¢ per litre at the pump. The Canadian Tax Journal determined that it will add at least 15% to our natural gas bills and almost 10% to our hydro bills. In total, the Canadian Taxpayers Federation said that the Liberal carbon tax will cost the average family more than $2,500 each and every year, and it is only going to go up.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  We have a Liberal government that, with this trade agreement, almost blew it. The Liberals put in policies such as raising taxes, a new carbon tax, and things along these lines. Why are free trade agreements so important right now when we are looking at global competitiveness? Could the member mention the uniqueness now for Canada?

Food and Drugs Act  That leads to the next issue I need to talk about. I need to get clarification today from the Liberals. I want to talk about the carbon tax. We know that the people we compete against the most, Michigan for example, do not have a state carbon tax. Texas does not have a state carbon tax. Texas has a cost of energy that is 75% less than it is in Ontario.

Food and Drugs Act  I want to ask the hon. member about these carbon taxes, because we know the Ontario carbon tax will increase the cost of fuel by 5¢ per litre. Could he explain the federal carbon tax and what cost that would put on our manufacturers and our just-in-time delivery?

Budget Implementation Act, 2016, No. 2  However, at the end of the day, he also knows that the U.S. will not put federal or state carbon taxes in place. The states we compete against, Michigan, New York, Ohio, and Tennessee, will not be putting a state carbon tax in place. Therefore, when looking at competitiveness, the Liberal government is tying the hands of our industry not only today but into the future.

Food and Drugs Act  This is $2,000 more per employee that business owners are going to have to pay, $2,000 more than individuals. Second is carbon taxes and the uncertainty that is totally the responsibility of the Liberal government. We have this horrible carbon tax in Ontario, increasing the cost of heating, electricity; and just-in-time delivery of fuel, at 5¢ per litre more.

Budget Implementation Act, 2016, No. 2  Coming from Oshawa, a manufacturing community, I recognize that even though we want to work together, sometimes we have to face certain realities when we are competing with our biggest competitor right next door. The Americans do not have policies such as state or federal carbon taxes. They are not increasing their payroll taxes, as we know the government is doing. He knows as well that we are saddled in Ontario with the highest electricity rates in North America.

Canada Pension Plan  It is about competitiveness and how this incrementalism that is being put forward in government policy is affecting our competitiveness, especially in Oshawa and for manufacturing, whether it is the highest rates for electricity in North America that we suffer from in Ontario, or this carbon tax that the government is bringing in, or now with the increase in payroll taxes. Could the member explain to the NDP and Liberal members why this is so harmful to attracting new business to our country, when countries that we compete with do not have these burdens?
