The Budget  Mr. Speaker, New Democrats know that Canadians are facing a serious economic and climate crisis. Millions of people are struggling to make ends meet and are worried about the future of their children. That is why we have used our seats in the House to successfully press for meaningful relief and progress in this budget in numerous areas.

Progressive Intercultural Community Services Society  Mr. Speaker, I rise to bring to Parliament's attention the outstanding contributions of Progressive Intercultural Community Services Society of British Columbia and Canada. This superb social services society has been helping individuals in our communities for decades. I wish to congratulate it on the resounding success of its mega jobs fair, which was held recently in Vancouver Kingsway.

Pandemic Prevention and Preparedness Act  moved: That Bill C-293 be amended by deleting Clause 3. Madam Speaker, I rise today to speak to my report stage amendment to Bill C-293, the pandemic prevention and preparedness act. My amendment would delete clause 3 of the legislation for the simple reason that this section, if it were allowed to stay in the bill, would prevent the establishment of a transparent and independent review of Canada's COVID-19 response.

Questions Passed as Orders for Returns  With regard to the federal tobacco control strategy for fiscal year 2022-23: (a) what was the budget for the strategy; (b) how much of that budget was spent within each fiscal year; (c) how much was spent on each component of the strategy, specifically (i) mass media, (ii) policy and regulatory development, (iii) research, (iv) surveillance, (v) enforcement, (vi) grants and contributions, (vii) programs for Indigenous Canadians; (d) were any other activities not listed in (c) funded by the strategy, and, if so, how much was spent on each of these activities; and (e) was part of the budget reallocated for purposes other than tobacco control, and, if so, how much was reallocated?

Business of Supply  Madam Speaker, one thing the New Democrats agree with the Conservatives on is that it is always wrong when taxpayer dollars are wasted in unnecessary procurement. The structural problem here is a series of successive federal governments that contract out work instead of using the public sector to provide these services.

Health  Mr. Speaker, every Canadian should have access to the health care they need when they need it, but a new survey reveals that over six million Canadians do not have access to a family doctor. The Liberals promised to hire 7,500 doctors and nurses in the last election, but they have not delivered.

Excise Tax Act  moved for leave to introduce Bill C-382, An Act to amend the Excise Tax Act and the Income Tax Act (extra-energy-efficient products). Madam Speaker, I am pleased to rise today to introduce this legislation, with thanks to the member for Nanaimo—Ladysmith for seconding it. The bill would amend the Excise Tax Act to exempt extra-energy-efficient products from the GST and the HST, including heat pumps, household appliances, lighting fixtures, electric motors and electronics.

Business of Supply  Madam Speaker, I am sorry; I do not recall to whom to attribute this, but I have also heard it said that taxes are the price we pay for living in a civilized society. I often think that to the Conservatives, taxes are a bad thing, but taxes are the monies we collect and pay people to provide police services, schools, roads, ports, highways, community centres, arenas, auditoriums and other things that provide the ability for people to live their lives and connect in culture.

Health  Mr. Speaker, Manulife just cut a deal with Galen Weston that forces Canadians to fill their prescriptions at Loblaws. This robs patients of their choice of pharmacist and hurts local community pharmacies. Experts say that this will restrict Canadians' access to over 250 medications.

Pandemic Day Act  Madam Speaker, I would like to thank my hon. colleague for this bill. If we are remembering the pandemic, one particularly critical fact to remember is that Canada had the terrible distinction of having more deaths per capita than any other country on earth in long-term care homes.

Constitution Act, 1867  Madam Speaker, I would like to congratulate my hon. colleague on the excellent idea to provide parliamentarians the option of swearing allegiance to the monarch of a different country, which I think it should be said, or swearing to uphold the Constitution. I think it is responsive to the realities of today.

Questions Passed as Orders for Returns  With regard to the funding agreement with Prince Edward Island to improve affordable access to prescription drugs signed on August 11, 2021: (a) what are the details of all analyses done by the government that show greater access to prescription medications; (b) what indicators does the government use to show that individuals have greater access to prescription medications; and (c) what is the total number of individuals who have experienced improved access to prescription drug coverage?

Questions Passed as Orders for Returns  With regard to the funding agreement with Prince Edward Island to improve affordable access to prescription drugs signed on August 11, 2021: (a) does the government have analyses on whether this initiative provides better access to prescription drugs when compared to (i) the recommendations of the Advisory Council on the Implementation of National Pharmacare, (ii) the Cost Estimate of a Single-payer Universal Drug Plan report issued by the Parliamentary Budget Officer on October 13, 2023; (b) what are the details of all analyses in (a); (c) does the government have analyses on whether this initiative would result in better cost savings compared to (i) the recommendations of the Advisory Council on the Implementation of National Pharmacare, (ii) the Cost Estimate of a Single-payer Universal Drug Plan report issued by the Parliamentary Budget Officer on October 13, 2023; and (d) what are the details of all analyses in (c)?

Questions on the Order Paper  With regard to diabetes and analysis done by Health Canada or relevant government departments: (a) does the government have an estimate of the total out-of-pocket costs that people in Canada have to pay on an annual basis if they do not have coverage for (i) prescription diabetes medication, (ii) insulin pumps, continuous glucose monitors and other diabetes control supplies, through public or private insurance?

Canada Labour Code  Madam Speaker, the NDP does not just support this bill. We are the ones who drove it onto the agenda. The Giant Mine tragedy happened in 1992, and we saw the murders of nine people. We would think that a federal government would have seen fit to take the logical common-sense step of banning replacement workers after we saw Canadians killed.
