Committees of the House  Madam Speaker, through you, I would like to ask a question of my colleague, who is doing a tremendous job getting to the truth on this file. An unimaginable blunder has happened here. I know my colleague did not have enough time to finish his speech. I would like to know what message he would like to convey in order to conclude his speech.

Canada Labour Code  Mr. Speaker, is it a benefit? I dare say it is a right. It has become important in terms of regulating labour relations during disputes. We know it is a fundamental right, as I just said. Allowing this right to be fully exercised without interference forces the parties to come to a satisfactory agreement.

Canada Labour Code  Mr. Speaker, some Quebec unions welcome this bill. I will talk only about Quebec, not British Columbia. People have already had to turn to the courts in Quebec. Quebec's legislation was passed in 1977. Of course, in 2023, the whole workplace issue has changed; I am thinking among other things of telework.

Canada Labour Code  Mr. Speaker, when we say it is important to pass this bill and send it to committee, it is because we see that it would not affect federal employees. That is rather worrisome. During the last strike, federal employees who were working from home or working as subcontractors were perhaps being pushed by their employer, the government, to be scabs.

Canada Labour Code  Mr. Speaker, I will be sharing my time with my dear colleague from Avignon—La Mitis—Matane—Matapédia. I feel like saying, “at long last”. It was about time we got Bill C-58, a federal anti-scab bill. We have been calling for one for ages. The Bloc Québécois will definitely be supporting the bill in principle.

60th Finals of the 2026 Jeux du Québec d'hiver in Blainville  Mr. Speaker, on November 2, my riding of Thérèse-De Blainville received some big, exciting news. Sports Québec has selected City of Blainville to host the 60th finals of the Jeux du Québec d'hiver, the Quebec winter games, in 2026. This honour recognizes of our community's expertise and determination, as well as the fact that the people of Blainville are committed to making this event a real success.

Questions Passed as Orders for Returns  With regard to Employment and Social Development Canada’s Skills for Success Program and the Training and Tools Stream: (a) what is the total amount granted under this program for the year 2023, and, of this amount, how much has been granted to Quebec-based organizations; (b) of all the projects selected, how many are designed to serve a francophone population or clientele; and (c) what are all the projects selected and the amounts granted for each of them?

Questions Passed as Orders for Returns  With regard to the Canada Summer Jobs program: (a) for each of the 338 federal ridings, (i) how much money, (ii) how many positions, (iii) how many hours of work, were allocated for fiscal year 2023-24; (b) for each of the 338 federal ridings, (i) how much money, (ii) how many positions, (iii) how many hours, were requested for fiscal year 2023-24; (c) for each of the 338 federal ridings, what is the numerical difference between the amount of money requested and the amount of money received; (d) for each of the 338 federal ridings, what is the numerical difference between the number of positions requested and the number of positions granted; (e) for each of the 338 federal ridings, what is the numerical difference between the number of hours requested and the number of hours granted; (f) what is, in mathematical terms, and defining all variables, the formula that was used in fiscal year 2023-24 to determine the funding allocated to each riding; and (g) what is the share of overall funding, expressed both as a percentage and in dollars, that has been allocated to federal ridings in Quebec, broken down by fiscal year, since 2006-07?

Business of Supply  Madam Speaker, I have a question for my colleague. In Quebec, we heat and light our homes with hydroelectric power, a clean and renewable energy. In your measures, how did you distinguish between the provinces that use less clean forms of energy and those, like Quebec, that use renewable, more environmentally friendly energies?

Business of Supply  Madam Speaker, I would say to the hon. member that if Quebec had all the immigration powers that it has called for, particularly regarding temporary foreign workers, this would be the best solution. All that would be needed is to take over the powers. Yes, Quebec does have partial control over immigration, but the federal government does not factor in this capacity to integrate immigrants at all in its immigration targets and thresholds.

Business of Supply  Madam Speaker, I completely agree with my colleague. As I said yesterday, housing is a right. Having a roof above one's head is a basic right just like feeding oneself. As long as housing is viewed through a market lens, the needs of the most vulnerable and low-income people who need housing that costs less than 30% of their income will never be addressed.

Business of Supply  Madam Speaker, I would like to summarize our motion as follows: We want the federal government to review its immigration targets starting in 2024. I realize the government may have a new plan tomorrow. The main thing we are asking for in this motion is consultations with Quebec, the provinces and the territories.

Committees of the House  Mr. Speaker, I know what not to do: Tell the municipalities what to do and how to do it and decide to penalize them because they are not using the conditions that everyone would like. That is absolutely the last thing to do. I listened to the Conservatives and the Liberals point the finger at the municipalities, but for the municipalities, the issue of infrastructure and the development of this type of housing is important.

Committees of the House  Mr. Speaker, I agree with most of what my colleague just said. Housing really should be seen as a right, just like food. Food and shelter are basic needs and every individual's right. We have a collective responsibility as a society to ensure that everyone has a roof over their head, that everyone has safe, decent, quality housing.

Committees of the House  Mr. Speaker, I am not going to try my hand at interpretation at this time of the day. All I understood was that there was some question as to whether the national housing strategy was the right measure, and whether it had accomplished its mission after five years. Personally, I would rather ask the government the following question.
