Criminal Code  Mr. Speaker, I thank the hon. member for speaking about this important topic. When we were on the Afghanistan committee together, we heard from many witnesses about the importance of this change and the impact it would have on the ground. I wonder whether the hon. parliamentary secretary can speak more to the impact this would have in Afghanistan.

Canada believes in a world free of nuclear weapons, and the current arsenals around the world remain far too large. We call on Russia to fulfill its international obligations, including under the New START Treaty.

Foreign Affairs  Mr. Speaker, Canada reconfirms our support of Taiwan's meaningful participation in international organizations. Its absence would be detrimental to global interests. That is why we support Taiwan's participation in the World Health Assembly and the World Health Organization. Taiwan's participation would benefit both the people of Taiwan and those around the world.

Russia has not been negotiating in good faith, and we see no indication that Putin has changed his objective. On the contrary, he is preparing for new offences.

Our Prime Minister just announced with our Minister of Innovation one of the largest investments in our country's history for what is going to be the largest industrial plant in our history.

Budget Implementation Act, 2023, No. 1  Madam Speaker, that was a very important question on mental health. I know it is very important to my constituents. I sat down with my youth council recently, and we spoke about the importance of mental health. We have invested continuously in the Kids Help Phone line. There is $190 billion for health care in this budget.

Since the member mentioned seniors, I think it is important to know that our government raised OAS for those who are 75 and older. This is the largest increase since 1973. That needs to be recognized.

Sikh Heritage Month  Mr. Speaker, this past Friday the Sikh community celebrated Vaisakhi. Vaisakhi is the holiest day in the Sikh faith and marks the birth of the Khalsa. During this time of year, Sikh communities across Canada celebrate at their local gurdwaras and local community centres. April is also a time for us to celebrate Sikh Heritage Month, when we recognize and celebrate the contributions Sikh Canadians have made to Canada.

That is why, through budget 2023, we are providing $48.9 million to the RCMP to protect Canadians from harassment and intimidation, engage with communities at greater risk of being targeted and establish a national counter-foreign interference office.
