Export and Import Permits Act  Madam Speaker, I thank my colleague for her work in committee. I find it unfortunate that she is now expressing her opposition to Canada's accession to the ATT. The NDP once took the principled stance that Canada should be a leader in regulating the sale of conventional arms around the world.

Foreign Affairs  Mr. Speaker, Canada certainly supports an effective rules-based international order. We believe that the joint comprehensive plan of action is essential to prevent Iran from developing nuclear weapons capability and to ensure greater regional and global security. The JCPOA is not perfect but it has helped curb a real threat to international peace and security.

Foreign Affairs  Mr. Speaker, while the Conservatives shamefully try to turn Canada's support for Israel into a partisan issue, I will repeat the long-standing position of consecutive governments of Canada, both Liberal and Conservative, that Canada is a steadfast friend of Israel and a friend of the Palestinian people.

Human Rights  Mr. Speaker, this government's primary consideration in all of its international engagements is the upholding of human rights. We agree with the member opposite that torture is abhorrent and should not be used. Ratifying and acceding to these optional protocols, as with many conventions internationally, requires significant conversations with both provincial authorities and other entities and stakeholders right across the country.

Human Rights  Mr. Speaker, our government is a tireless advocate for LGBTQ2 rights, both at home and abroad. In fact, the defence minister, alongside Louise Arbour, had the chance to raise our concerns about LGBTI issues with the President of Uganda recently. I have had the chance to raise LGBTQ2 and LGBTI issues with other leaders on the African continent recently as well.

Foreign Affairs  Mr. Speaker, our government is proud to see Canada once again taking a leadership role by acceding to the Arms Trade Treaty, which is a key step toward preventing conflict caused by the illicit arms trade. Our two countries, Canada and the United States, have historic ties, and it is essential that such matters be addressed through NATO or NORAD.

Human Rights  Mr. Speaker, we will always defend human rights and hold Iran to account for its actions. The focus of any discussion with the Government of Iran will be on ensuring Maryam Mombeini is able to return home, and on demanding answers on the death of her husband, Mr. Seyed-Emami. Let me be clear that our government is committed to holding Iran to account for its violation of human and democratic rights.
