National Security Review of Investments Modernization Act  Madam Speaker, I commend my colleague, with whom I have the privilege of serving on the Standing Committee on Science and Research, and I thank him for his work. In committee, we are examining the issue of intellectual property. Right now, we are examining the issue of national security and research.

National Security Review of Investments Modernization Act  Madam Speaker, it is with great pleasure that I rise today to speak to Bill C‑34 for the second time. This bill amends the Investment Canada Act. It is well intentioned, but there is still a lot of work to do. The bill reinforces controls and increases the powers of the Minister of Innovation, Science and Industry regarding foreign investments in Canada.

Building Homes Not Bureaucracy Act  Mr. Speaker, it is always a pleasure to hear what the leader of the official opposition has to say. He seems to have a magic wand this morning. It is funny. We are currently examining a bill that he thinks will fix everything. He found new culprits to blame for the housing crisis: municipalities and mayors.

Building Homes Not Bureaucracy Act  Mr. Speaker, I would like to ask my colleague this. Why does he not respect the Constitution? Why does he not respect provincial autonomy? Why does he want the federal government to dictate the rules of the game when Quebeckers never asked it to?

Committees of the House  Mr. Speaker, it is always odd to hear the Conservative Party express concern about people's cost of living and the federal government's failed infrastructure projects. However, there is one infrastructure project that the Conservative Party never talks about, even though it is one of the largest infrastructure projects in Canadian history.

Committees of the House  Madam Speaker, I want to first commend my colleague for his excellent speech. I think he showed, with facts and evidence, that the Canada Infrastructure Bank is an organization that should not be. We know that there is political interference. The infrastructure bank favours friends of the government and the Liberal Party.

Érudit Platform  Mr. Speaker, Érudit, a Quebec leader in disseminating scientific knowledge in French, is celebrating its 25th anniversary this year. Érudit is a digital platform created to promote scientific publications. It owes its existence to the vision and genius of a consortium comprising the Université de Montréal, the Université Laval and the Université du Québec à Montréal.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Mr. Speaker, I am very pleased to see such enthusiasm for this bill today. We know that there is no shortage of emergencies, including the housing crisis and the climate crisis, but these topics are not on the government's agenda. My colleague mentioned several interesting things in his speech.

Canadian Sustainable Jobs Act  Mr. Speaker, once is not a habit, but failing to consider existing laws in Quebec has certainly become a habit for the federal government. The paternalistic attitude of the federal level remains unchanged. I would ask my colleague if he has truly taken into consideration Quebec's existing laws.

Situation in Israel, Gaza and the West Bank  Mr. Speaker, I commend my colleague on his speech. We agree that a humanitarian corridor must be urgently set up to save civilians. To be a player, one must work with other players. Unfortunately, Canada is not at the table where decisions are being made by certain players. I am thinking about France, Germany, the United Kingdom, the United States and Italy, who met to speak out against the situation and to find solutions to the crisis that Palestine and Israel are in right now.

Situation in Israel, Gaza and the West Bank  Mr. Chair, I commend my colleague on his speech. We understand the NDP's position on the ceasefire and the humanitarian corridor. I would like my colleague to tell us what solution he is currently proposing. Does Israel currently have the tools it needs to resolve the conflict?

Affordable Housing and Groceries Act  Madam Speaker, I commend my colleague on his speech. It is always a bit disconcerting to hear the Conservatives talking about the cost of living. I would like to remind the House that, a few weeks ago, in September, the Conservatives held a convention in Quebec, and it cost $1,700 to attend.

Affordable Housing and Groceries Act  Mr. Speaker, I commend the Deputy Prime Minister on her speech, which seemed to be full of good intentions. The Canada Mortgage and Housing Corporation, or CMHC, released some alarming and very troubling statistics. By 2030, Quebec will need 1.1 million housing units. It will be the hardest-hit region of Canada.

Excise Tax Act  Mr. Speaker, I am very excited and very proud to rise today, for the first time since Parliament resumed, to represent and defend the interests of the people of my riding, whom I always represent with pride and dignity. I am talking about the good people of Rimouski-Neigette—Témiscouata—Les Basques, whom I salute.

Strengthening the Port System and Railway Safety in Canada Act  Mr. Speaker, I congratulate my colleague on his speech. Earlier, he talked about red tape, particularly the additional administrative burden. Along with several of my colleagues from the Bloc Québécois, I recently met with representatives from port authorities. They told us that they were consulted on Bill C-33 but nothing from the things they mentioned during consultations was included in this bill.
