Public Safety  Mr. Speaker, the case is being investigated by the police of local jurisdiction: the York Regional Police. If they believe they have some need for the federal policing services of the RCMP or the national security services of the RCMP, they will ask for them. The FBI was referred to in the hon. gentleman's question and in the heckling across the floor.

Public Safety  Madam Speaker, the situation at Pikangikum was raised with the Government of Canada earlier this morning through a formal request for assistance from the Province of Ontario. The request was for Canadian Forces assets, namely aircraft, and rangers personnel, to help evacuate people from Pikangikum.

Public Safety  Mr. Speaker, the hon. member simply refuses to hear. Let me repeat the point. At the border, since January 2018, CBSA has prepared inadmissibility reports for approximately 190 Mexican nationals on criminality grounds. That accounts for 0.04% of all Mexican travellers seeking entry into Canada.

Public Safety  Mr. Speaker, simply repeating unverified information does nothing for the security and the safety of Canadian borders. The facts are that when persons cross the border or arrive at a port of entry and present a problem, with either identification or perhaps not turning up for appropriate proceedings, or presenting any kind of public danger, they can and are detained until Canadian officials are satisfied of their status and their safety.

Public Safety  Mr. Speaker, when anyone is suspected of criminal activity in Canada, whether a Canadian citizen or a foreigner attempting to enter the country, the appropriate authorities, either CBSA at the border or the RCMP, pursue every measure under Canadian law to investigate these people, to charge them and, if they are inadmissible in Canada, to remove them and send them home.

Public Safety  Mr. Speaker, again, the premise of the question is entirely bogus. Since January 2018, lifting the visas with Mexico has resulted in Canada gaining nearly 500,000 legitimate travellers, generating millions of dollars in economic benefits. At the border, since January 2018, the CBSA has prepared inadmissibility reports for approximately 190 Mexican nationals on criminality grounds.

Public Safety  Mr. Speaker, again, the hon. gentleman is referring to unverified statistics. The CBSA takes its responsibilities very seriously with respect to border protection and national security. Its main priority is obviously the safety of Canadians. The CBSA's border management is based on a multifaceted approach that provides for the control of travellers and goods at several stages in the travel continuum, as early as possible, both abroad while in transit and on arrival at the Canadian border.

Public Safety  Mr. Speaker, again opposition members are repeating unverified numbers. I would point out that the whole point of the Canadian screening system is to prevent illegal entry into Canada and to keep Canadians safe. The CBSA works closely with its domestic and foreign security partners and shares information with relevant partners as required, in accordance with the strict parameters of Canadian law, to detect and prevent illegal cross-border activity, including organized crime and smuggling narcotics.

Public Safety  Mr. Speaker, as I mentioned earlier, we take all possible steps, before, during transit and after a party arrives at the border, to make sure that the screening system is strong to detect any criminal activity. When that activity is detected, persons are inadmissible. When they are inadmissible, they are removed from Canada as quickly as possible.

Public Safety  Mr. Speaker, we are examining very carefully the numbers that have been referred to in the media. They are not immediately verifiable. However, at any port of entry if someone seeking to enter Canada cannot be properly identified, or is unlikely to present themself for proper processing, or presents any danger to the public, they can be and are detained to keep Canadians safe.

Public Safety  Mr. Speaker, our hearts go out to all the victims of crime for the loss they have endured. Correctional Service Canada reviewed its transfer policies in this case. After careful consideration, some of those policies were improved. Members can be assured that the Government of Canada will very strongly defend its position.

Public Safety  Mr. Speaker, what was revealed in that video was absolutely abhorrent. The apparent attitudes and techniques that were on display in 2012 are profoundly outdated, offensive and wrong. The RCMP and all police forces must work continuously to conduct themselves appropriately. No survivors of sexual assault should ever fear that their cases will not be taken seriously or that they will be revictimized in the process.

Public Safety  Mr. Speaker, it is not at all clear what the status of any alleged court proceeding might be. Indeed, the media coverage with respect to the judge's comments would indicate that he is not clear what the status is. The member can be assured that the Government of Canada will very strongly defend its position.

Justice  Mr. Speaker, the hon. gentleman should know that all of the procedures here, conducted by the office of the public prosecutor and by the RCMP, are totally independent of the Government of Canada. The whole structure is designed to keep it independent so that the decisions that are made are made on the basis of proper legal considerations, and all of those considerations are weighed carefully in court before a judge.

Canadian Heritage  Mr. Speaker, the various remedies available to all western governments are under active consideration now through the forums provided by the Five Eyes alliance and by the G7 security ministers. Various potential approaches have been advanced by a number of those countries. There will be international discussions following later this spring.
