Allegations Against Government of India  Madam Chair, yesterday, in a spectacular statement, the Prime Minister accused India of being behind, so to speak, the assassination last June of a Sikh separatist in Canada, Hardeep Singh Nijjar. I would like to take this opportunity, on behalf of my party, to express my most sincere condolences to the members of his family, who must be going through an even more difficult time after hearing this news from the Prime Minister yesterday.

My question is quite simple. Why wait until yesterday, the first day that Parliament resumed, to share that information with parliamentarians?

International Human Rights Act  Madam Speaker, you may have noticed that, as my hon. colleague from Mirabel will definitely appreciate, I am proudly wearing the traditional Ukrainian embroidered shirt known as the vyshyvanka today, on international Vyshyvanka Day. Of course, I am wearing it in support of the very courageous Ukrainian nation, which was invaded by Russia illegally and without justification.

Petitions  Mr. Speaker, I have the honour to present a petition signed by 511 people, which reads as follows, and I quote: WHEREAS: The war on the Tigray region of Ethiopia has led to more than 63,000 refugees fleeing to camps in neighboring Sudan, 2.2 million civilians internally displaced, and over 91% of the 6 million people in need of assistance; The forces of Ethiopia and invading forces of Eritrea and Amhara region have jointly waged another round of atrocities, war crimes, and crimes against humanity on civilians in Tigray; The war on Tigray has resulted in a man-made famine.

Democratic Institutions  Mr. Speaker, Global News is alleging that a Liberal MP advised the Chinese consulate in Toronto to hold off freeing the two Michaels who were imprisoned in China. That in itself is extremely serious, but we also need to be concerned about the fact that the Prime Minister's Office seemingly only learned about this in the media.

Democratic Institutions  Mr. Speaker, the Prime Minister was aware of the close ties between his MP and the Chinese consul because CSIS warned him in 2019. He did nothing. Yesterday, Global News reported that this MP allegedly used this relationship to try to influence Beijing so as to benefit the Liberal Party, even if it meant putting two Canadian citizens at risk.

Fighting Against Forced Labour and Child Labour in Supply Chains Act  Madam Speaker, I first want to address what our Conservative colleague just said. By his own admission, the bill is clearly flawed, but the Conservatives have decided to support it anyway simply to ensure that we do not take more time to get to the bottom of things. To me, that does not seem like the right or appropriate approach to take.

Andreï Délinois  Mr. Speaker, by welcoming Jackie Robinson to the Montreal Royals in 1946, Quebec opened the way for Black athletes to play in North American professional sports leagues. This Black History Month, let us acknowledge that we have come a long way since then, so much so that a young man from Saint‑Bruno‑de‑Montarville, Andreï Délinois, is now setting his sights on the National Football League.

Committees of the House  Madam Speaker, I think there is not much to say in response to what my hon. colleague just said. I felt that the record needed to be set straight to remind everyone that it was the Bloc Québécois who previously proposed unanimous adoption, which we were unable to obtain. I find it an odd coincidence that we are having to spend two hours debating a motion that should have been adopted unanimously a long time ago and that the work at the Standing Committee on Foreign Affairs and International Development is completely paralyzed.

Committees of the House  Madam Speaker, I think that my speech flows naturally on from the question that my colleague just asked. Of course, the more consensual our decisions can be, the better. However, there is something fundamentally disturbing about the fact that, at the end of a parliamentary session, for example, Liberal members are starting to systematically filibuster to prevent the committee from adopting a report if that report is even the slightest bit critical of the government.

I will simply say that the Conservative Party surprised us by suddenly producing a dissenting report that it had never really discussed. The issues mentioned in the report were never really raised in the debates.

As I said in my speech, I have had discussions with my colleague from Sherwood Park—Fort Saskatchewan on the issue and I am convinced that the Conservatives have things to say. Aside from their desire to prevent debate from taking place, they have things to say on the issue of women's reproductive health.

Committees of the House  Madam Speaker, I am very pleased to have the opportunity to discuss the report tabled by the Standing Committee on Foreign Affairs and International Development. In fact, unless I am mistaken, this is the second report. The report was therefore adopted several months ago, after a meeting with the Rinpoche, the civil leader of the Tibetan administration in India.

Immigration, Refugees and Citizenship  Mr. Speaker, the U.S. Secretary of State will be meeting with the Prime Minister at at the end of the day today. I know that they will be talking about very important, critical issues, such as the situation in Haiti, Ukraine and Iran. They will also be talking about the matter of refugees in North America.
