Democratic Institutions  Mr. Speaker, CSIS informed Canadians and the government that multiple members of this House have been targeted by foreign interference. All parliamentarians need assurance that their safety, their families' safety and their freedom of expression are not threatened. Canadians need to know that their vote counts and that our democratic process is free of foreign interference.

Privilege  Madam Speaker, I am speaking to the question of privilege raised yesterday by the hon. member for Wellington—Halton Hills. As my colleague from Ontario mentioned, House of Commons Procedure and Practice, third edition, states the following at pages 107 to 108: In order to fulfill their parliamentary duties, Members should be able to go about their parliamentary business undisturbed....

Foreign Affairs committee  I'd be happy to. It's good that we have an early opportunity to engage in a bicameral way on what the processes are, particularly as the Senate of Canada has evolved to a less partisan, more independent approach. The first point I would make is it is rare that the government introduces a bill in the Senate for first consideration.

Business of Supply  Mr. Speaker, the member for Vancouver East shared with the Conservatives a copy of this motion a number of hours ago, and so I am sure there will be somebody provided from the Conservatives. They do have a number of House officers, all paid by taxpayers, and so I am sure one of them will step up in just a moment.

Fighting Against Forced Labour and Child Labour in Supply Chains Act  If it is in our power to help end slavery and bring freedom to men, women and children around the globe by passing this bill, why would we delay its adoption one moment longer? Just yesterday, all members of Parliament received a letter from Peter Talibart, a Canadian and an international employment lawyer based in the U.K. Peter appealed to parliamentarians to adopt Bill S-211 and pointed to its strengths as it compares to existing international approaches.

Committees of the House  Madam Speaker, we are having this debate in a democracy where we can agree or disagree and have that contentiousness of ideas. All members of society can participate in voting for our members of the House of Commons. At the same time as we are having this debate in a free and democratic society, we know there is a darkness over Iran, that there is a vicious and violent suppression of the people of Iran.

Committees of the House  Mr. Speaker, I move that the 25th report of the Standing Committee on Procedure and House Affairs, presented to the House on Wednesday, March 8, be concurred in. I would like to start by acknowledging that this is a debate that was supposed to be held yesterday, but the Conservatives unbelievably rescheduled the debate to today.

Committees of the House  Mr. Speaker, I would differ with my colleague on the issue of active investigations because our questioning of officials seems to indicate a disconnect between allegations and investigations. My sense is that it is not completely clear that allegations that come forward are automatically investigated, for example, by the commissioner of elections, who has the ability and responsibility to enforce our electoral laws and ensure they are obeyed.

Procedure and House Affairs committee  We've seen it in other countries. When we see numbers like 48% of Conservatives don't think the outcome of the election was free and fair, that is when every single Canadian should be concerned. There has not been an impartial, non-partisan person through Elections Canada, the national security community or CSIS....

Procedure and House Affairs committee  Thank you very much, Madam Chair. I'm pleased to be here with you today. Ms. Blaney is with her constituents. As you know, her riding covers half of Vancouver Island. She often has no access to Internet or wireless service when working with some constituents. I'll start by saying that all the parties want to prevent foreign interference in our elections.

Business of Supply  Madam Speaker, I am pleased to say that I will be sharing my time with the terrific member of Parliament for Churchill—Keewatinook Aski. She will be doing the second half of our response to yet another Conservative opposition day. For once, we are seeing the Conservatives not doing the same thing that they have done multiple times.

Uighurs and other Turkic Muslims  The creation of an emergency refugee program was also among the key recommendations advocated by the World Uyghur Congress. We should not be pitting communities against each other by robbing Peter to pay Paul. Further, while the NDP supports this important motion, there is much more work that needs to be done to put an end to the persecution of Uighurs and other Turkic Muslims.

Canadian Heritage committee  Thank you very much, Madam Chair. Now it's my time to wax eloquent and talk about the national campus and community radio fund. These are community broadcasters across the country that provide a great deal of local news and information, but they're not defined in the QCJO definition, the qualified Canadian journalism organization definition.

Health  Mr. Speaker, across the country, access to pediatric health care is in crisis. Children's hospitals are overwhelmed. In Quebec, sick kids have had to be transferred 150 kilometres away from their home to get care. In Saskatchewan, a four-year old girl with cancer had to wait 20 hours in the emergency room for a bed to free up in the hospital's pediatric unit.
