Afghanistan committee  That is correct. The service has no law enforcement authority. We cannot arrest people. We do not collect information for the purpose of gathering evidence that can be used in criminal proceedings. That is not our mandate.

Afghanistan committee  Yes, that's correct, Mr. Chairman. It's known as the third-party rule, under which we will not disclose information received from another agency without the consent of that agency. And we expect the same from the agency with which we have an agreement.

Afghanistan committee  I am not familiar with the process that the Canadian Forces used to make the ultimate decision. I cannot answer that question, Mr. Chair.

We also have internal policies governing the procedures to follow when the service has doubts about the way in which information has been obtained.
