What, in your opinion, is the necessity of introducing this bill? It should be something natural in our country. We are a bilingual country. Why do we need additional bills when we have these rights in the Constitution and so on?

Official Languages committee  I'm bilingual, not in French and English, but in different languages, and I know what it means. You will never, ever be perfectly proficient in the two languages. I can tell you that my mother tongue is a different language, and I'm not proficient in my mother tongue. Do people in our country have the opportunity to improve their language skills?

In a way, we have two issues: one is we have Canadians who are unilingual, all French or all English, and the other is we have 250,000 immigrants coming into this country yearly.

How are you conducting this process of enforcement in the condition of the licence? You have 702 television services in Canada—439 in English, 101 in French—and 1,189 radio services in Canada.
