Natural Resources  Mr. Speaker, Bill C-69 puts in better rules that allow good projects to move forward in a way that respects the environment and allows Canadians to participate in the process. We are fixing a system that led to a number of large projects failing and being challenged in Federal Court because Stephen Harper brought in changes in 2012 that gutted environmental protections and restricted the ability of Canadians to participate in a regular process.

Natural Resources  Mr. Speaker, again, let me highlight that for 10 years, the Harper government failed to build a single pipeline to get our resources to non-U.S. markets. We are changing that. The ability for our energy sector to grow is very important, and we have been able to expand our global markets.

Natural Resources  Mr. Speaker, we respect and appreciate a diversity of opinion among indigenous communities on energy sector development. We are listening to them carefully. We engaged with them in a very meaningful two-way conversation. We are following the direction of the Federal Court of Appeal to move forward on this project in the right way.

Natural Resources  Mr. Speaker, let me take this opportunity to highlight some of the investments that are happening in western Canada: a $40 billion single private sector investment in the LNG sector and a $9 billion investment in the petrochemical sector right in my home province of Alberta. We are moving forward on the Enbridge Line 3, which is almost completed on the Canadian side.

Natural Resources  Mr. Speaker, coming from a member from Alberta, it is very interesting for him to not acknowledge the good work that is being done to support the energy sector. We are the government that is creating conditions for private sector investment to happen in the energy sector. There was a $40 billion investment in one single project, which is the largest private sector investment to happen in our history.

Natural Resources  Mr. Speaker, as the hon. member very well knows, there is an ongoing dispute between the Government of Manitoba and the Manitoba Metis Federation as well as some indigenous communities elected to this project, because the Manitoba government walked away from an agreement it was proposing to deal with some of the outstanding concerns.

Natural Resources  Mr. Speaker, as we all know, when Stephen Harper came to office in 2006, 99% of Alberta's oil was sold to a single customer, the United States. When he left office in 2015, the same was the case; 99% of the oil was sold to the United States. We are changing that by making sure that we are putting better rules into the process so that good projects can move forward while at the same time making sure that we are protecting the environment and are including indigenous voices in the decision-making process.

Natural Resources  Mr. Speaker, it is very interesting, and actually unfortunate, that the Conservatives want us to follow the same process that failed to build a single pipeline to get our resources to non-U.S. markets. We are doing things differently. Our goal is to ensure that good projects can move forward in a responsible, sustainable way while at the same time ensuring that we are taking action to protect our environment and to include indigenous voices in the decision-making process.

Natural Resources  Mr. Speaker, the review process that was put in place by the previous Harper government led to a number of large infrastructure projects in the courts, where courts have determined that—

Natural Resources  Mr. Speaker, it is very unfortunate that the Conservatives want us to follow the rules that led to a large number of projects being overturned by the Federal Court of Appeal. We are following the path forward that is given to us to ensure that we are engaging with—

Natural Resources  Mr. Speaker, this will be a good opportunity for the leader of the NDP to actually clarify whether he supports the $40-billion LNG investment, the single-largest private sector investment in our oil and gas sector. As far as the Trans Mountain pipeline expansion is concerned, we are in the process of concluding our meaningful consultations with indigenous communities and a decision will be made before June 18.

Natural Resources  Mr. Speaker, Canadians understand that for good projects to move ahead and grow the economy, we must protect our environment and respect the human rights of indigenous peoples. Our government extended the time. There is an outstanding issue that was caused by the withdrawal of Manitoba Hydro's proposed financial and economic benefits to indigenous communities.

Natural Resources  Mr. Speaker, again, I think that if the member opposite, her party and everyone else in the Conservative caucus are really serious about the energy sector and really serious about getting pipelines built in this country, they would not have gutted the environmental assessment plan in 2012, which took away Canadians' ability to participate in the process and took away the protection of the environment: the water, fish and everything else that is important to indigenous communities and Canadians.

Natural Resources  Mr. Speaker, if the hon. member and his party are really serious about this project moving forward in the right way, they would not have voted to kill the process we have put in place. We are moving forward with meaningful consultation with indigenous communities. We know that for a project such as this or any energy project to move forward, we need to get the process right, which means the proper involvement of indigenous communities, as well as taking action on environmental sustainability.

Natural Resources  Mr. Speaker, first of all, let me correct the hon. member. We have seen one of the largest private sector investments in our oil and gas sector with $40 billion in LNG; we have seen $9 billion of investment in Alberta in our petrochemical sector; we have seen Enbridge Line 3 moving forward in our country; we are working hard on the Keystone XL pipeline with the U.S.; and we are moving forward in the right way on the process related to the Trans Mountain pipeline expansion.
