Public Accounts committee  Interesting. My next question is in regard to stress testing. Because of my constituents I have a big interest in the OSFI stress test. I'm wondering if the CMHC is stress-tested against the OSFI stress test, the B-20 stress test, and how it would affect their business line and has it affected that and has that been done?

Public Accounts committee  You did a stress test against the OSFI. That's what I was asking.

Public Accounts committee  I want to thank you all. First of all, it's always good when you come after the report was done in 2017 and it's about 15 months later and most of the kinks in the system seem to be resolved, but I still have a few questions. For the Auditor General, you used to talk about reputational harm.

Public Accounts committee  Is it contracted out to contractors in that territory or is it Canadian contractors who go out and do that work?

Public Accounts committee  Have you thought of using a government-based...somebody like Defence Construction Canada, who would know the operations, know the security parameters, and be able to do this in a maybe more timely and perhaps even more cost-effective manner? Or has that not worked in the past?

Public Accounts committee  You also spoke about a risk-based approach versus a one-size-fits-all. How would you do this? Do you use internal assessors or outside assessors? Is it Global Affairs or Foreign Affairs? Is it Defence? Is it the RCMP or private? Who will determine the risk-based approach versus...in these situations?

Public Accounts committee  Lastly, do you believe the new funding commitments will help ensure these problems will be less frequent in the future?

Public Accounts committee  My concern is that you audited the upgrades to security and that in almost all of the cases, they were at least three years behind schedule. They're taking almost twice as long to complete as originally planned. Who does the original assessment of the timeline? Is it your contractor?

Public Accounts committee  By that same token, how are you making sure there are clusters, certain service providers? If there are only small communities, with very small populations, you don't want to have Telus in one place and Rogers in another. How are we making sure there is enough critical mass for a cluster to keep expanding, making sure that the speed and the type of service is adequate for the technological needs?

Public Accounts committee  As my riding is only 40 square kilometres, I will give it to Mr. Arseneault.

Public Accounts committee  I'll be sharing my time with Mr. Arseneault. I have a couple of quick questions, but, first of all, despite what my colleagues on the other side are saying, it seems like this strategy is working and there are 900 communities connected or being connected. My first question is for the deputy minister.

Public Accounts committee  This also includes new offences, so not just breaching any parole rules, right? Obviously, reoffending is a breach, but it includes reoffending in any new cases.
