Government Operations committee  I think it was the result of increased horizontality. Everything we do in government has horizontal impacts. You can no longer easily identify one single department or agency that's responsible for making sure that a complex set of answers is presented to a particular problem. I think the natural tendency was, well, you need strong coordination at the centre so let's establish a secretariat that will play that role.
