Agriculture committee  I've heard all of you talk about Bill C-49. It was my colleague Robert Aubin, the NDP transport critic, who moved the motion to split the rail provisions off of Bill C-49, create a new bill, Bill C-51, and refer it directly to the transport committee.

An Act in Relation to Firearms  Speaker, I come from a rural riding on Vancouver Island. We certainly have had the initial knee-jerk reaction to Bill C-71. However, the vast majority of gun owners in my riding own non-restricted firearms. When I have a cursory look at Bill C-71, I do not think anyone will see much of a change once the bill becomes law.

Public Services and Procurement  That is why I am very hopeful that, if you seek it, you will find unanimous consent for the following urgent motion that, in light of the acute crisis within the grain transport industry, a message be sent to the Senate calling on their honours to divide Bill C-49, an act to amend the Canada Transportation Act and other acts respecting transportation and to make related and consequential amendments to other acts, into two bills in order to create a new bill comprised of clauses 2 to 13 and clauses 20 to 59, as well as related transitory, consequential, and coming-into-force provisions respecting transportation of grain; and that the House implore their honours to pass the new bill at the earliest opportunity.

Agriculture committee  If you look at English Bay in Vancouver, you see it's chockablock full, so this issue is going all the way down to the west coast. You've been saying that if Bill C-49 is passed, you pledge to do better and you're investing in this. It seems to be very reactive to the situation at hand. I'm wondering if we'll be in this situation in another four years and we'll have to ask you to come again before the committee.

Criminal Code  I do not dispute the seriousness of the crime, but I feel very much that there are better measures we can employ to stop it from happening in the first place. I do not think Bill C-365 is that answer.

Department of Public Works and Government Services Act  Across this great country, thousands of Canadians either directly or indirectly make a living working in this important industry. Let us look at what Bill C-354 purports to do. The bill would amend the Department of Public Works and Government Services Act to require that in the awarding of certain contracts, preference be given to projects that promote the use of wood.

Criminal Code  I want to start by thanking several of my colleagues who had to cover for me in the earlier part of the session when, due to a family situation, I was unable to be here for the first sitting weeks of Parliament and unable to participate in the Standing Committee on Justice and Human Rights. That was during the time when Bill C-51 came before the committee, and I just want to signify my appreciation for the colleagues who did that important work on my behalf. I have heard comments in this House referring to Bill C-51 as an omnibus bill.

Criminal Code  The Minister of Justice has stated many times that criminal justice reform is very important to the Liberal government. As we are about to send Bill C-51 off to the other place, I wonder if the parliamentary secretary could comment on the status of Bill C-39, because that has some incredibly important provisions that need to be amended in the Criminal Code.

Business of Supply  Yesterday it published an article in which it reported that Morneau Shepell rejects the suggestion that Bill C-27 would generate of flood of business for it, because guess what? There are many suppliers of pension services and the added business would not at all be significant. The article then relies on the fact that Morneau Shepell shares actually dipped in value a few weeks after Bill C-27 was introduced, as if this made it all okay for the finance minister to have owned shares in it in the first place because he would have lost some money.

Canada Shipping Act, 2001  I want to set the stage for my constituents back home who may be watching this. We are here debating, and we have been given one hour for my colleague's Bill C-352. We are here because the Liberal government has used its majority, and has used bully tactics to silence her voice, to silence her right to take forward legislation in this House on behalf of her constituents.

Canada Shipping Act, 2001  Even with the criticisms I have just levelled at the Liberal government, I can assure members that when it comes to Bill C-64, we will do our due diligence on it. We have given agreement in principle, but I believe there are important amendments. I look forward to the hon. member for Nanaimo—Ladysmith working on that bill and making sure it actually is the right fit for our important coastal communities.

Budget Implementation Act, 2017, No. 2  Madam Speaker, it is a great honour to give my thoughts on Bill C-63 on behalf of the hard working and amazing constituents of Cowichan—Malahat—Langford. I have to once again note, on their behalf, how unfortunate it is that we have to debate this bill under the yoke of time allocation.

Transportation Modernization Act  I would like to move on to the part that has the most significance for people all across Canada, the venture to try to establish some sort of rights regime for passengers. In the previous Parliament, the NDP introduced Bill C-459, which would have codified many of these measures and put them explicitly into an act. It was a far stronger effort than what we see in Bill C-49. The measures in Bill C-49 give the minister the power to make regulations.
