Parks Canada divers and archeologists report that there may be many artifacts on and around the ship, which can aid in our understanding of the Franklin expedition and Arctic exploration during this period in Canadian history.

Energy Safety and Security  Mr. Speaker, I am not sure I fully understand the question. In my speech I mentioned that we went from a $75-million liability to $1 billion. To me, that is a dramatic increase in liability for the proponent. I see it as quite an improvement to what existed before. Again, Canada has nothing to be ashamed of.

Energy Safety and Security  Mr. Speaker, the shift from $75 million to $1 billion in absolute liability is significant, but there is also a requirement that any proponents that go beyond that have to come up with the difference. I would like to state again how important the nuclear industry is to Canada. It supports 17,000 jobs for Canadians and their families.

Energy Safety and Security  Mr. Speaker, our government absolutely works with stakeholders across the country, especially in these areas that are affected to make sure that the plan works for everybody. We understand that natural resource development is key for our country and has been since Canada started as a nation.

Energy Safety and Security  Mr. Speaker, we have nothing to be ashamed of on this side of the House. Absolute liability of $1 billion is significant, and there are further measures to capture more funds if it goes beyond that. Canada is one of the top countries in the world in terms of the environment and developing natural resources.

Mr. Speaker, I am pleased to join in the debate today on an extremely important piece of legislation: the energy safety and security act. The act would ensure the continued safety and security of Canada's offshore oil and gas and nuclear energy industries, helping to make a world-class regulatory regime even better while strengthening protection for Canadians and the environment.

Public Safety  Mr. Speaker, yesterday, two men were convicted on six counts of first degree murder and conspiracy to commit murder in the October 2007 killings of six men at an apartment building in Surrey, B.C. These so-called Surrey six killings were part of a violent gang war that included multiple drive-by shootings and assassinations in the Vancouver area over several years.

Community Service  Mr. Speaker, I would like to recognize two individuals from northeastern British Columbia in my riding, Ernie and Mary. Mary came from a small town, Dawson Creek, in northeastern B.C. She was born and raised in Dawson Creek, came off a farm and continued to work in the area. She worked with seniors all her life, and recently retired.

Trinity Western University  Mr. Speaker, one of the most important tenets in our charter is freedom of belief. That freedom is the right of all Canadians, regardless of profession. The law societies of Upper Canada, Nova Scotia, and New Brunswick do not appreciate the importance of that charter right when they deny accreditation for the law school at Trinity Western University.

Foreign Affairs  Mr. Speaker, earlier this week President Poroshenko restated the importance of strengthening global energy security. Our government is taking action. Yesterday, the Minister of Natural Resources and the United States Secretary of Energy continued their work to demonstrate global leadership on this important file.

Canadian Delegation to Israel  Mr. Speaker, it is good to be back. On July 9, as I was travelling as a member of a parliamentary delegation to Israel, we were escorted to a bomb shelter as we toured the Tower of David Museum. Rockets fired from Gaza, by Hamas, were overhead and landing nearby. It was an eye-opening experience for all of us, and it showed us what the people of Jerusalem have to go through on a daily basis to be safe in their own city.

Canada's military heritage has been enriched by aboriginal veterans who, in each major conflict that Canada was called upon to enter, proudly came forward to do their part for this land, our home.

I am from British Columbia and have experienced InSite being an issue in my province for many years. I have one question. I wonder if the member could answer whether she thinks injecting heroin is safe.

Safeguarding Canada's Seas and Skies Act  Mr. Speaker, the hon. member is one of the members across the way that I have learned to respect over the last three years. He is very polite, very cordial. I respect that of the member, and also that he is an economist. We have heard a lot of comments today about raw resource development and developing our resources in Canada, especially British Columbia.

International Trade  Mr. Speaker, our government continues to advance the most ambitious pro-trade plan in Canadian history. In March, the Prime Minister and the president of South Korea announced the conclusion of the Canada-Korea free trade agreement. The agreement is a landmark achievement. It is Canada's first free trade agreement in the Asia-Pacific, which is one of the fastest-growing and most dynamic regions in the world.
