Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I want to thank the hon. member for his question. Actually, we have to get to the bottom of things. The hon. member is very experienced. He is a veteran parliamentarian with a lot of experience, and he knows we must also look at what is behind this bill. It is hard to understand why Canada would want to sign a free trade agreement with Colombia.

Afghanistan  Mr. Speaker, among the few unredacted documents the government let slip through, there is an email dated January 19, 2006 in which colonel Gauthier said that several Canadian soldiers had witnessed the abuse of detainees in Afghan army custody. This means that, as early as January 2006, the Canadian government was aware of the risk of torture.

Afghanistan  Mr. Speaker, the Conservatives had the information. They know very well what we are talking about. According to the testimony of captain Steve Moore, the word put out by the Canadian government was to transfer detainees as quickly as possible to the Afghan forces. Regardless of consequences, the word was to get rid of detainees ASAP, as they say.

Sébastien's Law (Protecting the Public from Violent Young Offenders)  Madam Speaker, I want to thank my colleague, who was once a teacher for troubled youth. He knows what he is talking about because he has experience with young people. His question makes me wonder. Recently the member for Compton—Stanstead, from the Bloc Québécois, introduced a bill that, among other things, seeks to amend the Employment Insurance Act to allow victims of crime to take 52 weeks of leave in order to mourn and get help.

Sébastien's Law (Protecting the Public from Violent Young Offenders)  Madam Speaker, my answer is that the member opposite is right. Under the current act, young people under the age of 18 can be incarcerated if they have committed crimes that are deemed to be horrific. There is no need to amend the current act on that count. I gave some statistics in my speech.

Sébastien's Law (Protecting the Public from Violent Young Offenders)  Madam Speaker, I am comfortable answering that question because I am a mother of three teenagers. Deterrence does not work for young people. Anyone who properly understands the development of an adolescent knows that deterrence is not as effective on them as it is on adults. I say that as a mother and a member of Parliament, but experts agree.

Quebec's health care and social services systems allow for very early intervention, which in turn allows us to identify young people who have the potential to develop delinquent behaviour.

This bill amends the Youth Criminal Justice Act and makes consequential and related amendments to other acts. It also amends the sentencing and general principles of the Youth Criminal Justice Act.

Employment Insurance  Mr. Speaker, the government keeps saying that employment insurance premiums are determined by an independent body at arm's length from the government and that, in any case, current legislation stipulates that premiums cannot be higher than benefits. Yet the government's recent budget is clear.

Employment Insurance  Mr. Speaker, the budget clearly states in both French and English that $19 billion will be taken from the employment insurance fund. The government is also contradicting itself when it comes to transitional measures. On the one hand, the “tequila minister” is telling us that no decisions have been made in that regard.

Business of Supply  Mr. Speaker, I believe that my colleague shares our view that parliamentary mailings are important; they are part of members' privileges. I do not share his opinion on the fact that all members can send mailings to all other ridings. The Bloc's position is clear on that. I would like to know whether the member supports cancelling the practice, used so heavily by his party, of placing ten percenters in envelopes.

The Environment  Mr. Speaker, the Conservatives' irresponsible attitude towards the environment has been condemned once again, this time by the American Meteorological Society. It deplores the fact that the government is not renewing its funding for the Canadian Foundation for Climate and Atmospheric Sciences.

The Environment  Mr. Speaker, the government is in such denial about climate change that it is not hesitating to cut funding for scientists who challenge the government, and it is censoring those in its employ by preventing them from speaking publicly. Will the government reconsider and stop gagging scientists who do not share its views?

Business of Supply  Mr. Speaker, my question is for the member. I want to know what he thinks about the mass mailings, known as ten percenters. His party uses a technique that is very costly to taxpayers. It puts its ten percenters in envelopes, which costs taxpayers an additional 40¢ for each ten percenter.
