Old Age Security Act  Madam Speaker, I look forward to being able to debate that at length at some point in time, which would be very, very important. A simple response is that there was a lot of dialogue about the issue which the member mentioned that did take place in the last Parliament. There was a lot of work that got it to the point where the decision was made for that to be fast tracked in this Parliament, but we are literally debating a fix to a problem with a program that the government created.

Old Age Security Act  Madam Speaker, it is good to be able to enter into debate in this place. I am glad that everyone is so chipper even though the debate is going late here this evening. I also thank you, Madam Speaker, for guiding the debate over the course of this evening. As we address the many challenges we face as a nation, I think it is important that I just make a couple of comments that are not directly related to the subject matter at hand.

Government Business No. 8—Proceedings on Bill C-10  Mr. Speaker, I have made a number of observations, both in my speech and in a few of the questions and comments. This would have been a great conversation to have had in September of last year. Unfortunately, the Liberal Prime Minister made a very clear and direct choice to ignore what I think was in the best interests of Canadians and plunged the country into an election during the fourth wave of what is a pandemic.

Government Business No. 8—Proceedings on Bill C-10  Madam Speaker, there has been a lot of discussion around the role of the provincial government and the role of the federal government, and then, of course, there is the role of municipalities as well. Specifically, when it comes to rapid tests, I know the Province of Alberta was forced to procure tests at a significant expense because the federal government simply did not have the supply to keep up with the demand at the time.

In the province of Alberta, it actually took the provincial government taking their own initiative and requiring, I believe and I could be corrected, an exception from Health Canada in order for them to even procure these rapid tests.

I have heard from families that are being torn apart by the divisiveness associated with many of these issues. The Quebec Liberal MP who spoke to the press last week articulated very well the division that has taken place as a result of some of the decisions that were brought forward.

Government Business No. 8—Proceedings on Bill C-10  Mr. Speaker, I will adjust my language to simply point out the inconsistency of the Prime Minister's message prior to the election campaign. As my colleague from the Liberal Party in Quebec very effectively highlighted in the press gallery this past week, there was a real change in the Prime Minister's rhetoric in the days leading up to the election, which he had promised he would not call.

To be honest, I join this debate today with a conflicted heart, having just listened to the Prime Minister's press conference. Before members opposite jump up to call points of order to try to discourage a debate in this place, it is very relevant to the issue at hand.

Petitions  Mr. Speaker, it is an honour to present a petition from a number of Canadians who want to bring to the attention of this place their concerns about international trafficking in human organs removed from victims without consent. Even though that is an issue, there is not yet a prohibition on Canadians travelling abroad to acquire or receive such organs.

Agriculture and Agri-Food  Mr. Speaker, the Liberals are on a campaign against farmers. Recently, they have said they may mandate a reduction in nitrogen fertilizer use by 30%, a decision that would inflate food prices, decrease production, break farmers' bottom lines and put tremendous pressure on supply chains.

Stephen Rayfield  Mr. Speaker, it is with a heavy heart that today I rise to honour the memory of one of my constituents. Stephen Rayfield was a firefighter from Castor, Alberta, who tragically lost his life this last week while responding to a call. While many run from danger, firefighters run toward it, and Stephen was a shining example of the selflessness that defines those men and women who serve in our fire departments across Canada, departments both big and small.

Petitions  Mr. Speaker, it is an honour to rise in this place to present a petition from concerned Canadians who acknowledge that it is clear the Communist Party of China is doing everything it can to whitewash its record. The petitioners ask for the government to take action to bring forward Magnitsky sanctions against the communist regime, ensure there is accountability for its actions and specifically acknowledge the plight of the Uighur people and the genocide that is being committed against them.

Business of Supply  Mr. Speaker, it was interesting to listen to the member opposite talk about how important federal-provincial intergovernmental co-operation is and seem to tout the government's record on that front. The facts and the reality on the ground in western Canada could not be further from the truth.
